This is a sole-source procurement under FAR 12.102(b), foreclosing full and open competition; BAE Systems Land & Armaments, L.P. Place of performance is the USCG Aviation Logistics Center, Elizabeth City, North Carolina. All parts must be newly manufactured to airworthy commercial or military standard specifications approved by the Federal Aviation Administration under Federal Aviation Regulation Part 21, with no substitute or alternate parts accepted. Contractors must provide Certificates of Conformance per FAR clause 52.246-15 and demonstrate complete traceability to the OEM with no more than two exchanges prior to USCG delivery. Several components have shelf life requirements of 3 to 5 years.
The contract is structured as an Indefinite Delivery Requirements type with a one-year base period and up to four one-year option periods, not to exceed five years total. NAICS code is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing); small business size standard is 1,250 employees. All quotations must be submitted by email to Livia.M.Pippen@uscg.mil with the solicitation number in the subject line; phone quotations will not be accepted.
