About this opportunity
The Department of Homeland Security, U.S. Coast Guard, seeks quotations under RFQ 70Z03827QB0000014 for two MH-65 Strip Cover, RH spare parts, with quotations due November 10, 2026. The requirement is restricted, and the Government anticipates a firm-fixed-price purchase order awarded on a sole-source basis to Airbus Helicopters, Inc. No set-aside is used.
The buy covers 18 units each of NSN 1560-14-369-1473 (Part Number 365A25-3001-3101) and NSN 1560-14-369-1467 (Part Number 365A25-3001-2501), with no optional quantities. Alternate part numbers will be accepted. The requirements schedule lists delivery on May 5, 2027. Place of performance is listed as the United States, with delivery F.O.B. Destination to the Aviation Logistics Center in Elizabeth City, North Carolina.
All parts must be new, manufactured commercial items from the Original Equipment Manufacturer or an OEM-approved source, with clear, documented, auditable traceability to Airbus Helicopters, France (CAGE F0210). Parts must be approved under FAA guidelines. Every item requires Certificates of Conformance and Airworthiness. Because the parts install on USCG aircraft, offerors must also meet quality assurance terms covering supply-change notification, counterfeit and suspect parts, defects, contractor quality control manuals, and Government access to facilities and records.
The sole-source basis is "Only One Source Is Available" under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1. The Government's stated belief is that Airbus Helicopters, France is the only known source of traceability and genuine OEM parts. Award will rest on a fair and reasonable price determination rather than competitive evaluation criteria. Offerors must submit unit prices on the completed Requirements attachment and hold prices firm for 60 calendar days from the receipt of offers.
The procurement is a commercial-item acquisition under FAR Part 12, classified under NAICS 336413 with a small business size standard of 1,250 employees and PSC 1560, Airframe Structural Components.
