About this opportunity
The Department of the Air Force Reserve Command intends to solicit repair and maintenance of the airfield stormwater system at Dobbins Air Reserve Base, with proposals due August 10, 2026, under a 100% small-business set-aside for firms meeting the $47 million size standard. The Air Force will release the RFP on or about July 9, 2026, via SAM.gov.
Work encompasses stormwater drainage system repairs east of Taxiway 'J', including regrading and sodding of failed or disturbed slopes, cleaning of existing flumes, pipes, and swales in basins III, IV, and V, and installation of new concrete flumes at multiple locations to reestablish positive drainage and prevent erosion and standing water. The contractor must perform video inspection of all piping systems with minimum 12-inch diameter (estimated 5,303 linear feet), repair deficiencies discovered, install access manholes, clean and line pipes per specification, and replace pipe where lining is infeasible. Removal of trees on the runway's south side is included. Work occurs at Dobbins Air Reserve Base, Marietta, Georgia, with a total disturbed area of 55.34 acres and no more than 5 acres disturbed at any one time. Construction begins August 1, 2026, and ends September 23, 2027.
The contract is Firm-Fixed-Price with an anticipated value between $10 million and $25 million and a 420-calendar-day performance period. Bid, Payment, and Performance Bonds are required. All contractors must maintain active SAM.gov registrations; no foreign participation is permitted. Compliance with federal, state, and local permits including Section 404 Nationwide Permits, NPDES permits, Georgia SWCC Best Management Practices, and AF Form 103 dig permits is mandatory. Certified final engineering drawings and specifications prepared by the U.S. Army Corps of Engineers Louisville District are available. Kevin Song, Contract Specialist, (678) 655-3695, kevin.song@us.af.mil, is the primary point of contact.
Notice text
While not all inclusive, this project encompasses the work necessary to repair the stormwater drainage systems east of Taxiway 'J' on Dobbins ARB. Areas where the slopes have failed or where they have been disturbed from previous repairs will be regraded and have sod applied to obtain stabilization and positive drainage. Work shall include all maintenance items identified in basin III, IV, and V on the airfield. In addition to the work associated with correcting the grades around the airfield, the cleaning of existing flumes, pipes, and swales is required to reestablish proper drainage patterns. New concrete flumes will be installed at various locations throughout the airfield to reestablish positive drainage and prevent future erosion and standing water.
