About this opportunity
The U.S. Coast Guard seeks repair and overhaul of six inboard flap track assemblies (P/N 35-13015-0005-51, NSN 1560-01-HS3-4370) for its HC-144 aircraft fleet, with quotations due August 21. The procurement is anticipated to be awarded on a sole-source basis to Airbus DS Military Aircraft, Inc., though all responsible sources may submit quotations for evaluation; the justification for other than full and open competition cites exclusive OEM licensing and proprietary technical data and drawings.
Place of performance is Elizabeth City, North Carolina. Work involves vendor evaluation of six non-reparable-if-incomplete (non-RFI) assemblies to determine repair feasibility through disassembly and assessment of five major component parts (side panels and titanium rails). Assemblies or components determined beyond economical repair shall be identified and returned to the Coast Guard. All repaired assemblies must comply with OEM Component Maintenance Manual (CMM) and Aircraft Maintenance Manual (AMM) specifications, be permanently marked with part number and associated parts, and treated with epoxy primer coating per CMM CN-235 Corrosion Control Manual. Contractors other than the OEM or Production Approval Holder must hold FAA 145 certification and perform at least 50 percent of work at their certified facility; awards shall only be made to vendors deemed fully capable by Coast Guard–appointed Engineers or Equipment Specialists.
Performance shall be completed within 60 days from date of receipt, with early delivery desired. A firm-fixed-price purchase order is anticipated. Deliverables include completed work card documents, an itemized list of repair parts and consumables, and a Certificate of Conformance certifying CMM and AMM compliance. The NAICS code is 488190, Other Support Activities for Air Transportation. The small business size standard is $40 million.
