The Coast Guard intends to award a firm-fixed-price purchase order on a sole-source basis to Acron Aviation, Inc. (CAGE 25583), the OEM, though all responsible sources may submit quotations for consideration. The Set Aside line reads "No Set-Aside Used."
Place of performance is Elizabeth City, North Carolina, where repaired units are delivered to the USCG Aviation Logistics Center, with a 90-day turn-around time after receipt of material. Per the Terms and Conditions attachment, a vendor other than the OEM or Production Approval Holder must be FAA Part 145 certified and perform at least 50% of work at its FAA-certified facility. The Statement of Work requires an OEM, OEM-authorized repair center, or FAA Part 145 repair center acceptable to the Coast Guard, with ISO 9000 compliance or an equivalent quality system. The contractor must obtain its own OEM drawings, Service Bulletins, and Component Maintenance Manuals, which the Coast Guard does not provide. Corrosion on Flight Critical components is not permitted and requires OEM disposition. The contractor must deliver a Teardown and Inspection Report within five calendar days of inspection and report missing parts within fifteen calendar days of receipt. Airworthiness documentation is FAA Form 8130-3, EASA Form-1, or a Certificate of Conformance under FAR 52.246-15 authorized by the contracting officer.
Evaluation awards to the lowest-priced technically acceptable offeror representing best value, and quotations are assessed for fair and reasonableness under FAR 12.204. The justification cites "Only One Source Is Available" under FAR 12.102(a) and Class Deviation 25-21, stating that the OEM holds exclusive technical data rights and that OEM-approved repair facilities are the only authorized sources. No award value, ceiling, or budget is stated.
