About this opportunity
The U.S. Coast Guard's Aviation Logistics Center is soliciting quotes through Request for Quotation 70Z03826QL0000083 for overhaul of wheels, brakes, and associated components supporting HC-144 and HC-27J aircraft, with responses due November 20, 2026 at 4:00 p.m. Eastern Time. This is a sole-source action: the Coast Guard intends to award to Meggitt Aircraft Braking Systems (CAGE 0B9R9), the original equipment manufacturer, under a Justification and Approval for Other Than Full and Open Competition. The Set Aside line reads "No Set-Aside Used," and a Sources Sought Notice posted November 13, 2025 generated no responses.
The solicitation is a combined synopsis/solicitation for commercial items under FAR 12.201, and no written solicitation will be issued. The contract is an IDIQ with a one-year base period and four one-year options, not to exceed five years. Offerors must price all five option periods to be considered. All quantities are estimates, with a guaranteed minimum of one unit each of CLIN 1 and CLIN 4. The estimated total including options is $6,914,761.52, with a base year of $1,427,672.51, funded by FY2027 Operations and Support funds. The maximum ceiling is set at award by adding 50 percent to the estimated total. NAICS is 336413, PSC is 1630, and the small business size standard is 1,250 employees.
Place of performance is Elizabeth City, North Carolina 27909, with return shipments to the Aviation Logistics Center receiving section in Elizabeth City. The overhaul must be performed by the OEM or an OEM-authorized overhaul center that is FAA-authorized and acceptable to the Coast Guard. The contractor supplies all parts (new, OEM-traceable only), labor, tooling, test equipment, and facilities, and must work to current OEM drawings, Component Maintenance Manuals, Service Bulletins, and Overhaul and Repair Instructions. The contractor must hold ISO 9000 compliance or a Coast Guard-acceptable quality system. Each component requires an FAA Form 8130-3 or Certificate of Conformance. Turnaround is 90 days after receipt of material, with earlier delivery preferred at no additional cost. A Teardown and Inspection Report is due within five calendar days of inspection. HC-144 wheels require bearing race replacement each overhaul cycle. The J&A identifies the components as Critical Safety Items requiring OEM overhaul.
Amendment A0004 is the current closing date, superseding the original August 28, 2026 date and Amendments A0001 through A0003. Questions were due August 7, 2026. Award is made under FAR 6.104-1, and the notice states no weighted evaluation criteria. Price reasonableness will be determined by comparison with prior contract pricing and an Independent Government Cost Estimate. The current contract, 70Z03822DL0000005, expires June 8, 2027.
