About this opportunity

The Department of the Air Force Pacific Air Forces is seeking a contractor to perform extensive repair and rehabilitation work on Building B43424 at Kadena Air Base in Okinawa, Japan. The project involves comprehensive structural repairs including addressing concrete wall, beam, column, roof, and floor slab damages through multiple technical interventions. Specific required services include installing concrete jackets, restoring steel member integrity, applying Fiber Reinforced Polymer (FRP) to canopy beams and slabs, and removing/reinstalling electrical systems. The contract mandates abatement and disposal of Asbestos Containing Material (ACM) and Lead-Based Paint (LBP), along with waste material disposal. Contractors must integrate sustainable design principles following UFC 1-200-02 guidelines, with the pre-solicitation notice indicating a proposal response deadline of June 19, 2025.

The contract is designated as a Local Area Set-Aside within the Commercial and Institutional Building Construction NAICS category (236220). The total project timeline spans 605 calendar days, broken into 150 days for design and 455 days for construction, with specific requirements for structural performance at BSE-2E levels. While specific award value is not explicitly stated, the complexity of work involving structural rehabilitation, hazardous material abatement, and comprehensive restoration suggests a significant budget allocation. The project requires specialized capabilities in concrete repair, structural reinforcement, electrical system installation, and environmental remediation. Contractors will need to demonstrate expertise in sustainable construction practices, hazardous material handling, and ability to work in a military base environment with strict compliance and performance standards.
