About this opportunity
The U.S. Air Force Air Education and Training Command is soliciting sealed bids for repair and full-depth reconstruction of Carswell Avenue at JBSA Lackland, Texas, with proposals due July 24, 2026 at 12:00 p.m. local time. Place of performance is San Antonio, Texas 78236. The project encompasses three phases of Carswell Avenue reconstruction totaling approximately 6,877 linear feet, addressing road stabilization, water ponding, potholes, and surface safety issues. The contractor must maintain key personnel (Site Superintendent, Health & Safety Manager, Quality Control Manager) on-site 100 percent of the time during construction. Normal working hours are Monday through Friday, 8:00 a.m. to 4:00 p.m., with restricted activities during Wednesday and Thursday graduation ceremonies.
The solicitation requires two firm-fixed-price line items: Design Plans Phases 1–3 (CLIN 0001) and Construction Full Depth (CLIN 0002). The estimated project magnitude is between $100,000 and $500,000. Performance and payment bonds are mandatory, due within 10 calendar days of award. The contractor must begin performance within 10 calendar days of award and complete all work within 270 calendar days. Liquidated damages are assessed at $1,230 per calendar day for delays beyond scheduled completion. Evaluation uses a Lowest Price Technically Acceptable (LPTA) approach. A bid guarantee equal to 20 percent of bid price or $3,000,000, whichever is less, is required. Site visitors without base access must complete a UAR form and arrive at the Luke Gate Visitor Center no later than 8:30 a.m. on July 1, 2026. Sealed bid opening is scheduled for July 31, 2026 at 11:00 a.m. at the 502nd Contracting Squadron, 1655 Selfridge Ave., Lackland Air Force Base, Texas 78236.
