The SOW states PHASE 3 is the Base Bid and will be constructed' with construction limits from Truemper Street to Femoyer Street (approx. 2,657 LF). Appendix D Design Analysis states the project is 'a three (3) phases design followed by phase one
(1) construction' from Gott Street to Cheli Lane (approx. 2,066 LF). Please confirm which phase is constructed under CLIN 0002 and the governing construction limits.
D2 Phase III SOW 1.0/1.2
vs. Appendix D Design Analysis I.A–B
Contractor to construct PHASE 3 only.
Appendix A contains both Design-Bid-Build and Design-Build procedures (submittal classifications, QC requirements, Design After Award). Given CLIN 0001 requires the contractor to provide design plans for Phases 1–3, please confirm whether the Design-Build provisions (Designer of Record approvals, DQC Manager, Section 01 33 16.00 30 Design Data) apply, and which submittal classification codes govern.
SF 1442 (Sealed Bid IFB);
Appendix A Sections 01 33 00, 01 45 00, 01 33 16.00 30
Use Design-Bid-Build proceedures.
: Appendix E contains Issued-For-Construction drawings and Appendix D contains a completed design analysis by Matkin Hoover (2022). Please clarify whether CLIN 0001 requires (a) a new design, (b) completion/update of the existing design to current criteria, or (c) adoption of the existing design, and identify the required design submission stages (e.g., 35/65/95/100 percent) and Government review durations for each.
CLIN 0001; Appendix E IFC Drawings (Oct 2022);
Appendix D Design Analysis (Oct 2022)
Contractor to follow IFC plans and drawings.
Design is complete.

Road closure requests require submission at least 60 calendar days before the anticipated closure, and construction cannot begin until the Government accepts the design. Please confirm
(a) whether traffic control plans and road closure requests may be submitted and processed concurrently with design review, and (b) whether Carswell Ave is classified as an arterial, collector, or local road for review-period purposes.
Appendix A Section 01 14 00 1.3.6.4; SF 1442 Items
Contractor shall use the TCP included in the IFC plans and drawings. Design is complete
The Design Analysis requires two lanes (one each direction) to remain open on four-lane sections and one-lane traffic control on two-lane sections, with Carswell Ave never fully closed. Please confirm permissible working hours (including whether night or weekend work is allowed or required) and whether short-duration full closures are permissible for paving operations at intersections
Appendix D Design Analysis VI; Appendix A Section 01 14 00
Contractor shall use the TCP included in the IFC plans and drawings. Design is complete. Working hours are provided in the Specifications.
The geotechnical report anticipates soft or pumping areas requiring over-excavation of 4 to 6 inches with replacement, subject to proofroll under RETL supervision. Since actual quantities cannot be determined until proofroll, will the Government establish a unit-priced line item or allowance for soft-spot repair, or is the full quantity risk borne by the contractor within the lump sum?
Appendix D Design Analysis §I.B; Appendix F Geotech Report (Proofroll Subgrade)
No the Government will not establish a unit-priced line item or allowance for soft-spot repair. It is the Contractors responsibility to include in their Bid.
FA601625R6026
The geotechnical report permits substituting salvaged existing base material for the lime stabilized subgrade layer, subject to stockpiling and moisture conditioning requirements. Please confirm whether bidders may price this substitution option, or whether the 8-inch lime stabilized subgrade section is mandatory
Appendix F Geotech Report — 'Phases I, II & III Roadway Reconstruction Section' note
Substitution of salvage base for lime treatment of the subgrade is not approved.
Both the full Project Schedule (Network Analysis Schedule) section and the Small Project Construction Progress Schedules section are included, and the specification requires Microsoft Project. Given the project magnitude ($100K–$500K), please confirm which schedule specification governs and confirm Microsoft Project as the required platform.
Appendix A Sections 01 32
01.00 30 (Project Schedule/NAS) and 01 32
16.00 30 (Small Project Schedules)
Refer to specification section 01 32 16 00 30 Schedule submission shall be in PDF format.
The Design Analysis states curbs, gutters, inlets, and utilities will be replaced as needed' and that manholes, water valves, and curbing shall be adjusted to finished grade. For lump-sum bidding purposes, please quantify or bound the anticipated utility replacement scope (e.g., number of manhole/valve adjustments, LF of storm pipe replacement), and confirm the third-party private utility locating requirement applies to the full construction limits.
Appendix D Design Analysis II.B; E4 Utility Map; Appendix A Section 01 11 00 1.7.2
It is the Contractors responsibility to survey and quantify the curbs, gutters, inlets that are broken and/or out of alignment. Any exsisting manholes, water valves and curbing shall be adjusted by the contractor to the finished road elevation.
Will concrete barriers be required as the part of the traffic control plan/excavation safety for the separation of Phase III A and Phase III B, as the excavation depth will be 11" to account for the 3" Asphalt layer and the 8" Flexible Base Course?
Please follow the Traffic Control Plan, Safety is the contractors responsibilty.
FA601625R6026
Will concrete barriers be required as the part of the traffic control plan/excavation safety for the separation of Phase III A and Phase III B, as the excavation depth will be 19", if we reuse the existing base course in leu of the 8" lime stabilized subgrade per detail 3 on sheet C- 501?
Please follow the Traffic Control Plan, Safety is the contractors responsibilty. Substitution of salvage base for lime treatment of the subgrade is not approved.
Please provide plans, scope of work, and/or guidance for temporary signalization at the intersection with Truemper?
Please follow the Traffic Control Plan, Safety is the contractors responsibilty.
The project period of performance is 270 days.
Does this POP remain the same if the contractor chooses to reuse the existing base course in leu of the 8" stabilized subgrade?
No change in PoP. Substitution of salvage base for lime treatment of the subgrade is not approved.
Detail 3 on sheet C-501 includes alternate to reuse the existing base course in leu of the 8" lime stabilized subgrade. Based in our experience, lime stabilization is typically utilized in all San Antonio area as it is the most effective method to avoid cracking and failure of the roadway section. Lime stabilization provides a moisture barrier on top of expansive soils and provides a competent bearing surface for the pavement section. The behavior of a flexible pavement section will be a lot more stable and will suffer less movement and cracks on top of a lime stabilized layer. Considering that without the lime stabilized subgrade layer, any pavement section on top will suffer movements and cracks, why is the original design allowing for an alternate method that does not include lime stabilization? Please clarify.
Substitution of salvage base for lime treatment of the subgrade is not approved.
FA601625R6026
Will TCLP Extraction and haul off to a Class I or Class II recycling facility be required for the 8" of excavated existing subgrade in order to reutilize the existing excavated flex base material?
Substitution of salvage base for lime treatment of the subgrade is not approved.
Sow states no “noise producing work” shall be performed on Fridays because of graduations.
What is this limited to? Can work be shifted to longer hours Monday – Thursday?
Wednesday and Thursday are Graduation Ceremony days. Loud noise producing work is prohibitted during Graduation ceremoney.
Working hours shall be as specified in the Specifications.
Normal working hours are defined as 0800- 1600. Can hours be shifted to start at 0700 and go until 1700?
Working hours shall be as specified in the Specifications.
What are the contracting personnel requirements? Will one Superintendent suffice to serve has dual hatted SSHO?
Follow requirements specified in the Specifications.
Confirm whether the as-built survey will be face of curb to face of curb, or will include an extended area
Contractor shall use the IFC plans and drawings.
FA601625R6026
The contract documents identify the Phase III pavement section as 3" Type D HMAC, 8" flexible base, and 8" lime stabilized subgrade.
Additionally, the specifications include Section 32 11 13.13, Lime Treated Subgrade, and the geotechnical report indicates the existing subgrade soils are suitable for lime treatment. Would the Government and/or Designer of Record consider allowing geogrid reinforcement to be used in lieu of the specified lime stabilized subgrade, provided the Contractor submits manufacturer recommendations, product data, and engineered calculations demonstrating equivalent or improved pavement performance?
No, geogrid is not permitted.
