About this opportunity
The United States Coast Guard, under the Department of Homeland Security, is soliciting quotations for the repair, inspection, and/or overhaul of two Air Cycle Machines (Part Number 203920-3, NSN 1660-15-202-7067) used in C-27J aircraft. This solicitation (70Z03826QW0000043) is issued as a Request for Quotation (RFQ) for commercial items under FAR subpart 12.201, with quotations due by February 2, 2026. Prospective contractors must demonstrate current FAA certification, OEM approval, or Air Force approval, with repair work performed in accordance with OEM Component Maintenance Manuals and applicable Statements of Work. Technical acceptability requires that non-OEM vendors be FAA 145 certified and perform at least 50 percent of the work at their FAA-certified facility. Award decisions will be made using FAR 12.203 best-value methodology, where if the lowest quotation meets technical acceptability standards, no further quotes will be evaluated. The Coast Guard has reserved the right to award this contract on a sole-source basis to Honeywell International Inc., the original equipment manufacturer.
This solicitation contains no small business set-aside designation and is anticipated to be awarded solely to Honeywell International Inc. (CAGE Code 70210, UEI: MVKWB3HB5KX5) located at 2525 West 190th Street, Torrance, California 90504. However, the notice explicitly invites responsible sources from all sectors to submit quotations, as the solicitation remains open to competitive bidding. The Coast Guard has justified the potential sole-source award based on FAR 12.102(a) authority, citing Honeywell's exclusive ownership of all technical data, specifications, and drawings required for proper repair of these unique aircraft components. Contract delivery is required within 90 days after receipt of order (with 45 days referenced in shipping instructions), though earlier delivery is desired without additional cost, with a maximum turnaround time of 120 days after receipt of material for inspection and overhaul activities. The repaired components must be shipped to the USCG Aviation Logistics Center in Elizabeth City, North Carolina, accompanied by a Certificate of Conformance and appropriate FAA certification documentation (FAA Form 8130-3 or equivalent).
