About this opportunity
Portsmouth Naval Shipyard is seeking to lease one electric-powered 400 CFM Low Pressure Air Compressor (LPAC) system through the Department of the Navy Naval Sea Systems Command for establishing a Tool Air system at Naval Base New London, Groton, Connecticut. The comprehensive system must include a 100 HP electric compressor, 500-gallon air receiving tank, 400 CFM desiccant air dryer, distribution manifold, compressed air hoses, and all necessary fittings and adaptors, designed for year-round outdoor operation and capable of delivering 100% oil-free air at 115 PSIG with 460 VAC, 3-phase power requirements. The vendor must provide complete setup, equipment startup, and commissioning services as requested by Portsmouth Naval Shipyard. The contract will be awarded on a Lowest Price Technically Acceptable basis, emphasizing technical compliance and schedule adherence. The original response deadline was September 19, 2025 at 12:30 PM EST, though the current due date is listed as September 24, 2025, and vendors must submit quotes with technical compliance documentation, LPAC checklist, brochures, and pricing.
This procurement is designated as a total small business set-aside under NAICS code 532490 with a size standard of $40 million, and no incumbent contractors are identified in the documentation. The primary performance period spans four weeks from October 20, 2025 to November 16, 2025, with an optional two-week extension available from November 17, 2025 to November 30, 2025. The place of performance is specifically at Naval Base New London in Groton, Connecticut, with the system location at Sub Base New London. Recent clarifications from the technical point of contact confirm that vendors may substitute a 125HP LPAC for the specified 100HP unit and use a 660-gallon tank instead of the 500-gallon requirement, provided all electrical and oil-free air requirements are maintained. Award values are not disclosed in the available documentation, though the solicitation includes strict Operations Security (OPSEC) requirements and Portable Electronic Device policies that contractors must follow throughout the performance period.
