About this opportunity
Portsmouth Naval Shipyard, under Naval Sea Systems Command in the Department of the Navy, seeks sources to rent four portable vacuum recovery units, with offers due November 13, 2026. The procurement is a Total Small Business set-aside and will be awarded to the lowest-priced, technically acceptable offer.
Place of performance is Kittery, Maine, with delivery to Portsmouth Naval Shipyard between 7:30 AM and 3:00 PM, Monday through Friday. Drivers must hold NCAC or DBIDS cards and proof of U.S. citizenship, and vehicle access requires a REAL ID driver's license and company-identified transport vehicles.
Each unit must be a 200-horsepower, skid-mounted, UL-approved vacuum recovery unit with a positive displacement blower rated at a minimum 4,500 CFM and 27 inches of mercury static pressure, MERV 15 filtration, dual silencers, and a NEMA 3 instrument panel. Power is 460 VAC, three-phase, 60 Hz, through dual 200-amp breakers with Cam-Lok J-series connections. Units must move grit through a minimum 400 feet of 6-inch hose, and remote E-stop cabling extends up to 500 feet. Equipment must operate outdoors from -10 to +110 degrees Fahrenheit and be new or refurbished within ten years. The Government furnishes hose, power cabling, and electrical services. The contractor provides startup and commissioning, operator training, preventative maintenance, weekly inspections, repair response within 12 hours, and replacement within 24 hours if repairs cannot be completed.
Performance runs from award, anticipated December 18, 2026, through December 16, 2027, under a 52-week base rental CLIN, with options for up to two additional one-year extensions. Pricing is firm fixed for all CLINs, which cover rental, freight, startup and training, and preventative maintenance and repair.
Evaluation factors are technical acceptability (Statement of Work compliance and ability to meet the delivery schedule), past performance from vendors and subcontractors performing 20% or more of contract value, and price. Offerors must submit three recent comparable sales references with documentation and current catalogs or price lists. The Government may request price reasonableness support before award. The attached form states an OPSEC Plan is not required for this contract.
