The project is classified as secure facility work with potential escort, citizenship, and access control requirements throughout construction; CMMC compliance (Level 1 or 2) may apply depending on contractor handling of Federal Contract Information or Controlled Unclassified Information.
Performance is required within 427 calendar days from Notice to Proceed. Liquidated damages are $3,031.72 per calendar day of delay. Both performance and payment bonds are required. Proposals are evaluated on Technical (pass/fail), Past Performance (pass/fail), and Price, with award to the lowest-priced offeror receiving passing ratings on both non-price factors. Past performance requires minimum three recent construction projects for the prime contractor and three design projects for the design firm, each at least 70% complete within the last seven years.
