About this file
This is a Public Question & Answer document for federal contract opportunity FA9401-26-R-0024, issued by Kirtland Air Force Base for the renovation of Secure Facility B1049. The document contains 18 questions and answers addressing technical, operational, and contractual requirements clarified during the solicitation period, with a proposal deadline of September 16, 2026, and anticipated contract award by end of September 2026.
The project involves constructing a self-supported light frame structure with an enclosed storage room (approximately 18 feet by 25 feet) and mezzanine within an existing Pre-Engineered Metal Building. Key technical specifications include a 125 psf live load for the mezzanine with finished ceiling height of 9 feet, metal staircase access to the mezzanine, and fixed skylights with interior ladder/step stool access. Both performance and payment bonds are required. The existing reinforced concrete slab (4 inches deep with rib grid) and perimeter footing can support the new structure without additional footings. Existing HVAC trunk will remain in place; the evaporative cooler system provides 9,725 CFM at 0.25 inches static pressure. The contractor must remove and dispose of existing sliding locker assemblies and shelving units with no property accountability requirements. Fire suppression systems are not required for the 450-square-foot unoccupied storage area. Exterior finishes require textured coating with epoxy paint consistent with surrounding facility. The project is classified as secure facility work with potential escort, citizenship, and access control requirements throughout construction, and CMMC compliance (Level 1 or 2) may apply depending on contractor information systems handling of Federal Contract Information or Controlled Unclassified Information.

Question 2: (a) When is this project expected to go to bid for contractors and;
(b) what is the expected start date for construction?
8/12/2026 Answer 2: (a) This solicitation is currently asking for proposals to be submitted. Interested vendors may submit any time up until the current deadline of September 16th 2026. Attending the 28 Aug site visit is encouraged, but not required.
(b) Page 16 of the SOW outlines the project schedule based off a Notice to Proceed (NTP) issued by the Contracting Officer. NTPs are generally issued soon after contract award. Kirtland has the intention of awarding this contracting by the end of Septermber (barring an unforeseen delays) - subject to change.
8/14/2026
Question 3: 1. Structural independence versus PEMB attachment The SOW requires the new structure to be self-supporting and not rely on the existing PEMB for vertical or lateral stability. During the site visit, attachment to the existing building structure was discussed. Please confirm whether the new structure must remain completely independent. If attachment is permitted or required, identify the existing members that may be used, the permitted purpose of each connection, and whether this direction will be incorporated by amendment.
9/1/2026 Answer 3: SOW 2.3.3.2.1. The light frame structure shall be designed as a self-supported structure within the PEMB and is to not rely on the PEMB for lateral or vertical stability.
9/8/2026
Question 4: Required storage-room footprint The existing HVAC trunk appears to limit the practical footprint to approximately 18 feet by 25 feet, rather than the approximately 25 feet by 25 feet stated in the SOW. Is the smaller footprint acceptable? If not, should the contractor relocate or modify the existing ductwork to provide the full footprint? Would prefer 25’ x 25’ space.
9/1/2026 Answer 4: The dimensions of 18’ x 25’ are deemed acceptable. The previous specification of 25’ x 25’ was arbitrary. As this is a design/build project, the contractor is responsible for developing an efficient design.
9/8/2026
Question 5: Mezzanine use and design occupancy Please confirm whether the mezzanine is intended exclusively for light storage of electronic devices, for office or regularly occupied use, or for another function. Please provide the controlling live load, occupancy classification, finish requirements, and minimum required clear headroom.
9/1/2026 Answer 5: Mezzanine: Few tables with electronic equipment. Personnel up on the mezzanine intermediately (i.e., adjust equipment). No storage, No Occupancy
- SOW 2.3.3.2.3. The mezzanine shall be designed for a light storage live load of 125 psf. as indicated in ASCE 7-22 Table 4.3-1. Provide decking and/or a finish as required by the Architect to achieve a flat surface and to eliminate tripping and slip hazards.
9/8/2026
Question 6: Skylight access requirement Please clarify the intended purpose and method of access to the four skylights. Is access required from the new mezzanine, from the existing roof, or by another means? If access from the mezzanine is required, please provide the required mezzanine elevation, working clearance, access configuration, and fall-protection criteria.
9/1/2026 Answer 6: Anticipating Finished Ceiling 9’ Feet, leaving approximately 6’ Feet of space above. Access to skylights shall be inside using ladders/step stools.
- Access to the mezzanine skylights will be facilitated through small step ladders and rolling platforms. Access from the roof or other means is not acceptable. The skylights should be fixed and obscure. The contractors design team will process and incorporate considerations for mezzanine elevation, working clearance, access configuration, and fall-protection criteria.
Please refer to standard building codes, including UFC, IBC, and IRC, for further guidance.

ROUND 2
Question 7: Existing slab and foundation investigation The existing slab was reported during the walk to be approximately six inches thick.
Are existing structural drawings, reinforcement information, concrete data, or slab test results available? May the contractor perform scanning, coring, or other nondestructive investigation during design? Please confirm that the final foundation design remains the Designer of Record’s responsibility notwithstanding the site discussion that separate footings may not be necessary.
9/1/2026 Answer 7: The current slab is a reinforced concrete structure with a flat-top surface measuring 4 inches in depth, supported by a grid of intersecting ribs that are 1 foot wide and 6 inches deep. The exterior perimeter of the Pre-Engineered Metal Building (PEMB) is reinforced with a footing that is 18 inches deep and 4 feet wide. A rebar mat, consisting of #4 rebar spaced 6 inches on center, provides additional structural integrity. The concrete mix is designed to achieve a compressive strength of 4500 psi.
The contractor may perform a non-destructive investigation during design, no coring. The current foundation design is more than capable of carrying dead and live loads.

Question 8: Secure-facility status at construction Will Building 1049 be fully declassified before construction begins? If not, please confirm that the escort, U.S.-citizenship, photography, electronic-device, drawingcontrol, delivery, and subcontractor-access requirements in the SOW will apply throughout construction.
9/1/2026 Answer 8: The building will (hopefully) be declassified prior to the start of construction.
However, all requirements listed above will still be valid, including daily checkin and visitor badge issuance.
The contractor must prepare for the possibility that an escort, U.S.-citizenship, photography, electronic-device, drawing-control, delivery, and subcontractoraccess requirements in the SOW will apply throughout construction.
9/8/2026
Question 9: Government escort availability How many Government escorts are expected to be available concurrently? May multiple contractor crews or trades work simultaneously? Please identify any anticipated limitations on working areas, deliveries, daily entry and exit, tool inventories, or material inspection that should be included in the schedule and price.
9/1/2026 Answer 9: There will be occasional roving coverage of FSU personnel to ensure things are running smoothly from a Security perspective. Multiple crews are authorized to work simultaneously without direct escorts.
9/8/2026
Question 10: Fire suppression and fire-alarm requirements During the site visit, the contractor was reportedly advised that fire suppression would not be required. Please provide a written determination from the applicable Fire Protection Engineer or code authority confirming whether sprinkler protection is required beneath or within the new enclosed room and mezzanine. If it is not required, please identify the governing code basis. Also confirm required fire-alarm device or notification modifications.
9/1/2026 Answer 10: The International Building Code (IBC), rather than NFPA 13, dictates when sprinkler systems are necessary. NFPA 13 provides the guidelines for their design and installation. According to the IBC, automatic sprinkler systems are mandated for Group S (Storage) fire areas exceeding 12,000 square feet, with lower thresholds applicable for high-piled storage. This storage room, approximately 450 square feet in size, is unoccupied and does not qualify as high-piled storage. Therefore, sprinklers are not required.
