About this opportunity

The National Oceanic and Atmospheric Administration seeks removal and recycling or disposal of four steel storage sheds and repositioning of up to three Conex containers at the Inouye Regional Center on Ford Island, Oahu, Hawaii, with proposals due June 19. The procurement is a Total Small Business set-aside.

Place of performance is Ford Island, Oahu, Hawaii. Work is divided into two phases: Phase 1 encompasses extraction, loading, securing, and transporting five storage units (four former hazmat storage sheds and one 10-foot Conex) for recycling or disposal; Phase 2 requires onsite repositioning of up to three new 20-foot High-Cube Conex containers to locations specified by PIFSC. The period of performance extends from July 1, 2026, through November 30, 2026, with completion expected within 30 calendar days of arrival of new Conex boxes requiring repositioning.

Storage sheds vary in specifications and weight: Shed #1 measures 16'1" × 9'3" × 8'8" high and weighs approximately 18,000 pounds; Shed #2 measures 14'6" × 8'6" × 9' high and weighs approximately 16,000 pounds; Sheds #3 and #4 each measure 16'6" × 9'6" × 9' high, are 4-hour fire-rated, and weigh approximately 18,000 pounds each. All structures contain electrical components requiring NOAA disconnection prior to removal. All contractor personnel must possess pre-existing, valid, and unescorted installation access to Joint Base Pearl Harbor-Hickam. A mandatory pre-proposal site visit is scheduled June 15, 2026, at 9:00 AM HST at Ford Island, Pier F-10, requiring valid base access. The NAICS code is 238990, All Other Specialty Trade Contractors; PSC is P100, Salvage—Preparation and Disposal of Excess/Surplus Property. Amendment 0002, effective June 10, added the site visit requirement and extended the period of performance.
