About this file

This document is Amendment 0002 to a solicitation (1333MF26Q0047) issued by the NMFS Field Delegates in Kansas City, Missouri, with an effective date of June 8, 2026. The amendment modifies the period of performance and adds questions and answers addressing contractor inquiries.

The amended period of performance extends from 9 months from award (previously 4 months from date of order), with the expectation that work be completed within 30 calendar days of arrival of new CONEX boxes requiring repositioning. The solicitation involves the transportation, repositioning, recycling, or disposal of five storage units at Joint Base Pearl Harbor-Hickam in Hawaii. Government responses clarify that storage units contain no chemical hazardous materials but do include electrical connections, conduit, wiring, and air conditioning units that contractors must handle per environmental regulations. Estimated weights provided are: Storage Unit #1 (~18,000 lbs), #2 (~16,000 lbs), and #5 (~4,000 lbs), with #3 and #4 weights provided in the original SOW. Phase 2 relocations involve 20-foot High-Cube CONEX containers (7,500–8,500 lbs estimated) with office buildout featuring insulation, interior walls, lighting, air conditioning, and solar power arrays. The amendment adds a mandatory pre-proposal site visit on June 15, 2026, at 9:00 AM HST at Ford Island, Pier F-10, requiring offerors to possess valid base access to JBPHH. Contractors must provide NOAA Accountable Property disposal paperwork and standard commercial disposal/recycling receipts upon contract closeout. FAR 52.223-12 regarding maintenance and disposal of refrigeration equipment and air conditioners has been added to the contract. The final period of performance is July 1, 2026, to November 30, 2026.

PERIOD OF PERFORMANCE:

FROM: To accommodate operational exigencies, the period of performance shall be 4 months from date of order. However, the expectation is that the contractor shall complete the work within 30-calendar days of notice to proceed.

TO: To accommodate operational exigencies, the period of performance shall be 9 months from award. However, the expectation is that the contractor shall complete the work within

B. The following Questions and Answers are hereby provided to all interested parties:

1. Can NOAA confirm that all five storage units are free of hazardous materials and may be transported and recycled/disposed of as non-hazardous structures?

Government Response: All internal contents of the storage units have been removed, and no chemical hazardous materials remain within the structures. However, the units do contain electrical connections, conduit, wiring, and utilities from prior power configurations.

Additionally, several units are equipped with air conditioning units (as detailed in the individual storage unit descriptions).

Note: The Contractor is responsible for the proper handling, recycling, or disposal of any standard appliances and electronics, including compliance with environmental regulations regarding any refrigerants remaining in the air conditioning units.

2. Are any disposal manifests, environmental documentation, or recycling certificates required as part of contract closeout?

Government Response: Yes. The Contractor will be required to sign and complete NOAA

Accountable Property disposal paperwork for all five (5) storage units to finalize contract closeout.

The Contractor must provide standard commercial disposal/recycling receipts or weight tickets to the Technical Point of Contact upon disposal.

3. Can NOAA provide estimated weights for

Storage Units #1, #2, and #5? The SOW provides an estimated weight for Units #3 and #4 but not for the remaining units.

Government Response: Official manufacturer weight certifications are unavailable for these specific units. For bidding purposes, the

Government provides the following internal weight estimates:

• Storage Unit #1: ~18,000 lbs.

• Storage Unit #2: ~16,000 lbs.

• Storage Unit #5: ~4,000 lbs.

4. Are there any site access, crane positioning, overhead clearance, utility clearance, or equipment maneuverability restrictions within the laydown area that contractors should consider when developing their pricing?

Government Response: For satellite/imagery reference, the general site location is:

21°21'58.30" N, 157°57'51" W.

Contractors should note the following specific site conditions within the laydown area:

-- There are three (3) light poles located along the front edge of the cement pad.

-- There are electrical posts positioned at the back edge of the cement pad.

-- The area directly behind the cement pad consists of a lawn and is inaccessible to heavy equipment.

Contractors are expected to survey the site or visit virtually via listed coordinates to ensure proper equipment selection for maneuverability.

5. For Phase 2 relocations, can NOAA provide

(Standard Dimensions: 20' L x 8' W x 9.5' H) built out as an office space featuring insulation, interior walls, lighting, and air conditioning, and is equipped with a solar power array. The estimated total weight for this configured unit is 7,500 to 8,500 lbs.

C. Notice of Site Visit:

The Government will conduct a pre-proposal site visit for all prospective offerors. Attendance is voluntary and is not a requirement for proposal submission.

Note: Any questions arising from the site visit must be submitted in writing to the Contracting

(a) Definitions. As used in this clause–

Global warming potential means how much a given mass of a chemical contributes to global warming over a given time period compared to the same mass of carbon dioxide. Carbon dioxide’s global warming potential is defined as 1.0.

High global warming potential hydrofluorocarbons means any hydrofluorocarbons in a particular end use for which EPA’s

Significant New Alternatives Policy (SNAP) program has identified other acceptable alternatives that have lower global warming potential. The SNAP list of alternatives is found at 40 CFR Part 82 subpart G with supplemental tables of alternatives available at (https://www.epa.gov/snap/).

Hydrofluorocarbons means compounds that only contain hydrogen, fluorine, and carbon.

(b) The Contractor shall comply with the applicable requirements of Sections608 and 609 of the Clean Air Act (42 U.S.C. 7671g and

7671h) as each or both apply to this contract.

(c) Unless otherwise specified in the contract, the Contractor shall reduce the use, release, or emissions of high global warming potential hydrofluorocarbons under this contract by–

(1) Transitioning over time to the use of another acceptable alternative in lieu of high global warming potential hydrofluorocarbons in a particular end use for which EPA’s SNAP program has identified other acceptable alternatives that have lower global warming potential;

(2) Preventing and repairing refrigerant leaks through service and maintenance during contract performance;

(3) Implementing recovery, recycling, and responsible disposal programs that avoid release or emissions during equipment service and as the equipment reaches the end of its useful life; and

(4) Using reclaimed hydrofluorocarbons to service and repair refrigeration and air conditioning equipment, where feasible.

(d) The Contractor shall refer to EPA’s SNAP program to identify alternatives. The SNAP list
