About this file

This is a Statement of Work (SOW) for the removal and recycling of steel storage sheds at the NOAA Inouye Regional Center on Ford Island, Oahu, Hawaii. The primary objective is to remove five existing steel storage sheds and reposition up to three Conex containers on the campus. The period of performance is four months from the date of order, with an expectation that work be completed within 30 calendar days of notice to proceed. The contractor must conduct a site walk with NOAA personnel prior to mobilization to identify removal units and confirm a clear path for heavy machinery.

The scope of work is divided into two phases. Phase 1 encompasses extraction of the storage sheds, loading and securing them onto transport vehicles, and transporting units for recycling or disposal; the contractor assumes responsibility for the units upon transport and retains any scrap value while completing required NOAA Excess and Disposal Records for each item. Phase 2 requires onsite repositioning of up to three Conex/storage units to locations specified by PIFSC, with units placed on PIFSC-provided dunnage at corner castings only to maintain structural integrity. The contractor must furnish all personnel, materials, equipment, supplies, supervision, safety gear, and facilities; all contractor personnel must possess pre-existing, valid, and unescorted installation access to Joint Base Pearl Harbor-Hickam prior to work commencement. The contractor is responsible for coordinating security escorts or wide-load notifications with Base Security at least 72 hours in advance, ensuring no damage to existing infrastructure, and professional conduct of all personnel. Work is considered complete when all designated units are removed and remaining units are positioned at new locations identified by PIFSC.

Removal of existing steel storage sheds Statement of Need (Updated 6/7/2026)

OBJECTIVE:

The National Oceanic and Atmospheric Administration (NOAA) Pacific Islands Fisheries Science Center (PIFSC) requires the removal and subsequent recycling or disposal of 5 steel storage sheds, and the subsequent repositioning of up to 3 Conex containers at the Inouye Regional Center (IRC) campus on Ford Island, Oahu, Hawaii.

PERIOD OF PERFORMANCE:

To accommodate operational exigencies, the period of performance shall be 4 months from date of order. However, the expectation is that the contractor shall complete the work within 30-calendar days of notice to proceed.

SCOPE:

1. Prior to mobilization, Contractor and PIFSC personnel will walk the site to clearly identify the units for removal and to confirm a clear path for heavy machinery (trailers, cranes, and/or forklifts).

2. Details of the five storage units and their current positions in the laydown area are provided in Appendix 1: Steel Storage Sheds To be Removed from NOAA Inouye Regional Center.

Phase 1:

3. Perform extraction of the existing storage sheds.

4. Load and secure units onto appropriate transport vehicle(s).

5. Transport the units for appropriate recycling or disposal.

5.1. The Contractor assumes responsibility for the units upon securing them to the transport vehicle and removing them from the campus.

5.2. The Contractor shall retain the scrap value of the units, if any.

5.3. The Contractor shall sign and date the NOAA Excess and Disposal Record (NOAA Form 37-50) associated with each item removed from the site.

Phase 2:

6. Onsite Repositioning of units

6.1. Contractor will provide onsite logistics to relocate/reposition up to 3 Conex/storage units from locations on the IRC campus to other locations on the campus specified by PIFSC.

6.2. The Contractor will place relocated units on PIFSC-provided dunnage (e.g., 16"x16"x6" concrete blocks), if required. To maintain structural integrity and door alignment, the contractor must position dunnage only under the corner castings.

7. General:

7.1. The Contractor will furnish the necessary personnel, material, supplies, equipment, services, supervision, safety gear, and facilities (except as otherwise specified) to perform this SOW.

7.2. The Contractor and all associated personnel must possess pre-existing, valid, and unescorted installation access to Joint Base Pearl Harbor-Hickam (JBPHH) prior to the commencement of work. NOAA will NOT provide sponsorship for the purpose of obtaining DBIDS credentials, base passes, or any other form of installation access.

7.3. Site Restoration: The Contractor is responsible for ensuring that the removal and repositioning process does not damage existing asphalt, concrete, or utilities. Any damage to JBPHH/NOAA infrastructure during the extraction of the units must be repaired to original condition at the Contractor’s expense.

7.4. Oversize Loads: For the hauling of the steel storage sheds, the Contractor is responsible for coordinating any required security escorts or "Wide Load" notifications with the Base Security Office at least 72 hours in advance.

7.5. Complete a thorough site investigation to confirm existing site conditions.

7.6. To minimize the impact to ongoing operations at the NOAA facility, site work/visits will be scheduled in-advance.

7.7. This Scope of Work establishes the minimum level of work that is to be provided under this contract. The contractor will take all steps and measures consistent with industry-wide best practices (including safety practices), and which would be taken by prudent and professional organizations.

8. Contractor personnel:

8.1. Contractor personnel will conduct themselves in a professional manner at all times and wear appropriate clothing in accordance with JBPHH and safety requirements.

8.2. The Contractor will be responsible for the actions of all individuals provided to work at the NOAA IRC under this contract.

8.3. The Contractor agrees to remove from the site any individual whose conduct is detrimental to the completion of work.

9. Acceptance Criteria - The project is considered complete when:

9.1. All designated units have been removed from the property.

9.2. The remaining units are positioned at the new locations identified by PIFSC.
