About this opportunity
The Department of the Army National Guard is seeking contractors to provide characterization, transportation, and disposal services for approximately 19,600 short tons (13,200 cubic yards) of PFAS/PFOA contaminated soil at the 115th Fighter Wing Truax Field Air National Guard Base in Madison, Wisconsin. The procurement involves removing soil contaminated with per- and polyfluoroalkyl substances, with an estimated 35% requiring disposal in Subtitle C hazardous waste landfills and 65% suitable for standard municipal waste disposal. Contractors must develop comprehensive work plans, conduct soil testing using EPA Method 1633 through DoD ELAP accredited laboratories, transport and dispose of soil at appropriate facilities, provide detailed documentation and reporting, and restore the site with topsoil and grass seeding. The government will evaluate proposals based on price, past performance, and technical approach to determine the best value award. The solicitation response deadline is October 6, 2025, with questions due by September 23, 2025, and quotes must remain valid for 45 days after the response date.
This opportunity is 100% set-aside for small business concerns under NAICS code 562910 with a size standard of 1,000 employees, and no incumbent contractors are identified in the documentation. While specific budget ranges are not disclosed, the government notes that funds are not currently available and contract award is contingent upon funding availability and price reasonableness. The contract structure includes a base period of 180 days with six additional 180-day option periods, allowing for extended disposal operations depending on government needs and available funding. Work will be performed at the Truax Field Air National Guard Base in Madison, Wisconsin, with operations limited to weekdays from 7:30 AM to 4:30 PM and processing capacity estimated at 3-5 trucks per hour. The soil stockpile originated from multiple construction and demolition projects including F-35 Simulator, 3-Bay Hangar, and Alert Shelter excavations conducted between 2021 and 2023.
