About this file
This document is a Questions and Answers (Q&A) file for Solicitation W50S9F25Q0004, covering the Removal and Disposal of PFAS/PFOA Compromised Soil at Truax Field Air National Guard Base. The solicitation involves removing approximately 19,600 tons (13,200 cubic yards) of soil with an estimated 35% considered "compromised" requiring disposal in a Subtitle C landfill and 65% suitable for Subtitle D landfill disposal. Key details include a base period of 180 days with six additional 180-day option periods, work hours from 0730-1630 Monday through Friday, and requirements for Real ID access, utility locates, and site-specific safety plans.
The government seeks competitive quotes evaluating price, past performance, and technical approach, with flexibility for contractors to propose alternative line items and disposal methods. Contractors must use EPA Method 1633 for soil testing, have a DoD ELAP accredited laboratory, and follow landfill-specific acceptance criteria. The project involves removing a soil stockpile generated from multiple construction and demolition projects, with no existing environmental investigation reports available. The solicitation emphasizes the need for proper documentation, including a final remediation action completion report detailing soil volumes, testing data, and disposal receipts. The response date was extended to 06 October 2025, with questions due by 23 September 2025.

W50S9F25Q0004 Removal and Disposal of PFAS/PFOA Compromised Soil
Question # Question1 Answer Date Posted to SAM Date Received 1 Based on the DoD guidance, it is preferred that it is disposed of at a
Subtitle C landfill unless that option is not reasonable. From my research, the closest Subtitle C landfill would be in Peoria, approximately 200 miles away. Would this be considered unreasonable and therefore, we could use a Municipal Solid Waste Landfill?
Provided the MSWLF is willing to accept the soil, i.e., the soil is determined to be at or below limits for PFAS--based on their testing protocols--it would acceptable to dispose of it there. Guidance applies to soil that tests at or above limits set by receiving landfill. As stated in the RFP, the government believes the ratio of compromised to non-compromised soil to be 35:65.
9/2/2025 8/22/2025
2 What level or concentration, in ppm, of PFOS/PFAS would constitute a “compromised” soil? The Bid schedule indicates two types of PFOS/PFAS soils for disposal.
Generally, a landfill will set concentration limits for for PFOS/PFAS.
The government will not specify a limit, for concern that it may not match limits set by the landfill.
9/2/2025 8/25/2025
3 Is there any analysis available for this soil pile? None that would be considered reliable for characterization. 9/2/2025 8/25/2025
4 Does Truax Field anticipate any contaminants other that PFOS/PFAS compounds such as RCRA metal, VOCs, SVOCs, PCBs etc?
The pile has not been tested for the presence of these contaminents. 9/2/2025 8/25/2025
5 What is the square footage of the area to be restored with top soil and seeding?
Will be based on the profile of soil that remains onsite, if any. If all soil can be removed, assume roughly 30,000 square feet.
9/2/2025 8/25/2025
6 The RFP requires offerors to assume 35% of the disposal waste is “Compromised.” Additional, Section 5.2 of the PWS states as follows. - When any testing results are returned, regardless of whether the contractor is required by landfill(s) or disposal site(s) to perform a one-time characterization of the pile or batch test loads of soil, the contractor will designate and manifest loads that are compromised such that they are admitted to a higher-level landfill, i.e., treated as a hazardous waste.
Please confirm that offerors are required to price the compromised materials for disposal in a hazardous waste landfill, and that Subtitle-D disposal (non-hazardous) assumptions are not acceptable.
The government seeks what amounts to per-unit price bids of hazardous and non-hazardous disposal, based on the assumption that there is a meaningful cost difference between disposal in each. This is because we assume the ratio of compromised to non-compromised soil to be 35:65. Because the government does not know where compromised and non-compromised soil 'pockets' exist, it wants to give flexibility to bidders to either characterize the pile or perform load-by-load testing.
Quoters are encouraged to submit multiple quotes presenting alternative terms and conditions, including alternative line items. For the reasons above, final contractual line items may differ from the solicitation, and/or any contract may require that a modification be considered.
9/2/2025 8/26/2025
7 The Period of Performance indicates 180 days for the base period and 6 option periods with an additional 180 days each. Can the contractor assume that the options will be exercised concurrently with on-going work, as needed, or should the offeror assume a stoppage between options? i.e. demobilize/re-mobilize.
It is the government's intent to avoid work stoppages, and therefore it can be reasonably assumed that the government will work to ensure options will be exercised concurrently.
9/2/2025 8/26/2025
8 Could you confirm if there is a need for any performance or payment bonds to be included in this project?
Neither performance nor payment bonds are required. 9/2/2025 8/27/2025
9 Regarding PFAS sampling and landfill acceptance, will the Government supply a specific format for the required testing documentation, or should we plan to utilize our standard reporting templates?
Standard reporting templates should be considered a point of departure, and may serve as the basis for a finalized product, based on the review and approval of the government.
9/2/2025 8/27/2025
10 For the restoration section, while it mentions topsoil and seeding to match the surrounding areas, can you clarify if detailed specifications for restoration will be provided? For example, will grading tolerances or specific soil depth requirements be outlined?
Grading tolerances are listed in the RFP. Soil depth should be based on reseeding method/seed chosen. Typical is 2" topsoil.
9/2/2025 8/27/2025
11 For seeding, could you confirm the exact seed mix type and any specific specifications intended for this project?
Any perrenial seed/mix that is appropriate for midwest climate, e.g., bluegrass.
9/2/2025 8/27/2025
12 Please confirm badging/access requirements for construction crew, trucking personnel, and trucks (advance roster, REAL ID, pass & registration, escorted vs. unescorted).
Real ID required for all entrants to the installation. We use an SF12, which is a form that captures name and DL state/number, which will preauthorize entry, but entrants must still present a Real ID on entry.
We can work toward a small number site foremen/women with escort privileges ahead of mobilization.
9/16/2025 9/4/2025
13 Is there a prescribed trucking route to/from the work area and base gate(s)? Any restrictions on truck types/tare weights?
Route to be determined. Access through a nearby gate to city streets may be possible, but not for continuous operations. No known restrictions on truck types/weights at this point.
9/16/2025 9/4/2025
14 Please confirm work hour restrictions (PWS notes 0730–1630, Mon–Fri) and whether early staging or weekend/evening hours can be approved by exception.
Will need clarification on the meaning of early staging. Workers may be able to queue along Pierstorff Street prior to the inspection lane's opening at 0730,. Weekend and evening hours are not possible, based on manning.
9/16/2025 9/4/2025
15 Are there PPE requirements beyond hard hat, hi-viz vest, toe protection, and eye protection?
None at this time. Since the site will be considered an active working site, 29 CFR 1926 must be followed.
9/16/2025 9/4/2025
16 What is required to satisfy AT Level I Awareness Training for contractor personnel (acceptable courses, proof, submission method/timing)?
Available courses are listed in the solicitation. At a minimum, all supervisory personnel working on site will require AT Level I Awareness Training. Security Forces will provide training to satisfy this requirement at the post-award conference prior to start of work.
9/16/2025 9/4/2025
17 Is there a limit to the number of trucks per day or a queuing limit at the work area or gate?
Daily limit, likely not. Number queueing will depend on length of truck selected. Generally, construction traffic queues east and north of Joint Force Headquarters or along Pierstorff.
9/16/2025 9/4/2025
18 Please provide current stockpile geometry (approx. L/W/H), bulk density, and surface/bearing conditions for access.
Roughly 150' x 200' x 30' 9/16/2025 9/4/2025
19 Will a staging/queuing area be provided inside the fence line? If not, may we stage trucks at an off-site lot near the gate?
Off installation is best. The lot is typically reserved for walk on traffic, and preferred parking is along Pierstorff.
9/16/2025 9/4/2025
20 Will on-site scales be available? If not, please confirm landfill weigh tickets are sufficient supporting documentation for payment.
Scales are not available on the installation. For weight, weight tickets are sufficient to show amount transferred. Will need some record as to whether the material was considered hazardous or non-hazardous.
That should be pretty clear, based on the cost and landfill on the weigh ticket, but is required to show the material was appropriately disposed of.
9/16/2025 9/4/2025
21 Please clarify dust suppression and stormwater/E&S BMP requirements during load-out (existing SWPPP vs. contractor-provided temporary BMPs).
Per Truax's SWPPP, the Contractors are required to perform BMPs as necessary. These include but are not limited to street sweeping, documentation of inspections, spill reporting, and spill response.
Please see WI DNRs Storm Water Technical Standards for more information on when and how BMPs should be implemented:
https://dnr.wisconsin.gov/topic/Stormwater/standards/const_standar ds.html
9/16/2025 9/4/2025
22 Will the Government perform utility locates or should the contractor coordinate marking prior to mobilization?
Contractor-coordinated through the installation prior to breaking ground. We can do some, but know which local agencies to contact to mark their infrastructure.
9/16/2025 9/4/2025
23 Are traffic control/flagging measures required inside the installation during haul operations?
Traffic, outside of the 1630 end time, and the lunch period (1130- 1300) is minimal. Obeying traffic control devices should be sufficient.
Not required, except for spotters during backing of equipment and trucks. See 29 CFR 1926.
9/16/2025 9/4/2025
24 Has a Focused Environmental Investigation (or Focused Site Investigation) been completed, and can that report be shared?
No, one has not been completed 9/16/2025 9/4/2025
25 Please confirm the site-specific analyte list and test methods expected in addition to disposal-site requirements (PFAS list, SPLP/TCLP, etc.), consistent with the DAF 4 Mar 2025 memo.
Use EPA Method 1633 as the general method but the method will ultimately be determined by the material type and disposal site
9/16/2025 9/4/2025
26 Is there any existing analytical data for the stockpile or source excavations that can be provided?
No. 9/16/2025 9/4/2025
27 Please confirm testing frequency (one-time characterization vs. batch testing by tonnage/loads) and any required lab turnaround times.
To be determined by bidders, likely based on the landfill(s) selected.
Our market research bore out that some landfills may required just characterization, while others may require each batch to be tested.
9/16/2025 9/4/2025
28 Please confirm required laboratory accreditation and data deliverable format (EDD/PDF/raw).
Laboratory should be accredited under DoD ELAP. Ultimately, the accepting disposal facility should have their own laboratory requirement. Please deliver data in PDF format.
9/16/2025 9/4/2025
29 Please confirm the waste generator name to appear on profiles/manifests and whether the contractor will be granted signature authority to sign on behalf of the generator.
Truax Field Air National Guard base. Temp signature authority by an appointment letter from Wing Commander may be possible.
9/16/2025 9/4/2025
30 Please confirm the contractor may select receiving facilities (different facilities for compromised vs. non-compromised), provided all regulations and acceptance criteria are met.
This is true. 9/16/2025 9/4/2025
31 If the compromised/non-compromised proportions deviate from 35%/65%, please confirm the Government will process a contract modification to reconcile quantities/pricing.
The government anticipates some deviation from the 35:65 estimate, but a modification cannot be promised or guaranteed. It is the government's intent to avoid work stoppages, and therefore the government will work to ensure options are exercised concurrently with the base items and contract modifications are pursued expeditiously.
Quoters are encouraged to submit multiple quotes presenting alternative terms and conditions, including alternative line items. Final contractual line items may differ from the solicitation, and/or any contract may require that a modification be considered.
9/16/2025 9/4/2025
32 Please confirm the bi-weekly cadence and preferred format for analysis results and manifest submittals.
Initially, yes. However, if the pile can be simply 'characterized', bi-weekly may not be necessary.
9/16/2025 9/4/2025
33 For the final report (pre-draft, draft, draft-final, final), please confirm expectations for maps, photo log, weigh tickets, and any WI DNR review/redline cycle.
DNR review will ensure regulations related to disposal in selected landfills and appropriate documentation are provided. Final report should include synoptic load-by-load overview, if landfill requires testing prior to disposition. Pictures of landfill, map of location, and general disposal areas in landfill should be considered required.
9/16/2025 9/4/2025
34 Will options be exercised at award or held for later exercise within 180 days after award?
Options are anticipated to be exercised at the time of award, pending funding availability. If not exercised at time of award, each option may be exercised within 180 days of award, and PoP is 180 days from the date exercised.
It is the government's intent to avoid work stoppages, and therefore it can be reasonably assumed that the government will work to ensure options will be exercised concurrently with the base items.
9/16/2025 9/4/2025
35 Please reconfirm funding status and any anticipated obligation timeline.
This effort is a high priority requirement in support of the National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Government's intent to make award.
Funds should be received after the closing date and review of quotes.
The timeline for obligation on a contract is anticipated to be one month after the closing date.
9/16/2025 9/4/2025
36 Please confirm the SCA Wage Determination ID/revision that will apply at award for Dane County, WI.
As of 8 Sep 2025, SCA Wage Determination 2015-4897, revised 8 July 2025, is effective for work performed in Dane County, WI. Any revision to this prior to award is required to be incorporated in the contract.
9/16/2025 9/4/2025
37 Questions are due NLT 15 September 2025 (4 business days from proposal due date), leaving very little time for government to provide answers and offerors to refine technical approaches and obtain revised subcontract bids, in the event a question submitted on this date and subsequent answer results in changes to the RFP and/or PWS. In order to allow sufficient time to incorporate any late changes and to ensure value to the government, would the government consider a proposal due date extension of two weeks from the time the last questions can be submitted, which would be 29 September 2025.
Question due dates are set to provide maximum opportunity for questions from interested parties, while allowing enough time for the Government to answer. While the Government will consider extending the response date for any answers it provides that materially change the solicitation, it is the responsibility of the contractor to ask questions as early as possible. Questions being submitted near the deadline is not in itself sufficient reason to extend the deadline.
Effective 14 September 2025, the response date has been changed to 06 October 2025 at 10:00 am CDT, with questions due no later than 23 September 2025, unless it is changed on the Contract Opportunity Notice.
9/16/2025 9/5/2025
38 The answer to Question 7 posted to SAM on Sept 2 indicates that options, each 180 days each, would be expected to be awarded concurrently. The synopsis/solicitation states that options may also be exercised within 180 days after base award. In light of this, would the government consider extending the POP for the base period to 12 months? If only the base award is made (without options), the 180 days POP may not be sufficient to complete the comprehensive work plan (including government review), execute the soil removal, and complete the reporting (including government review).
This comment is correct in that reporting and site restoration having PoP of only 180 days would require those items be completed prior to completion of disposal, in the event exercise of options is delayed. A solicitation amendment was issued on 14 September 2025.
9/16/2025 9/5/2025
39 Is the analytical laboratory required to have Wisconsin DNR certification for PFAS analysis?
The Laboratory does not need to be WI DNR certified but should be accredited under DoD ELAP. Ultimately, the accepting disposal facility should have their own laboratory requirement.
9/16/2025 9/5/2025
40 Please provide all available chemical analytical data for the stockpile. None available. 9/16/2025 9/8/2025
41 While we understand PWS Section 1.4.5, Access and General Protection/Security Policy and Procedures, what are the security requirements for truck drivers as there may be many and some that switch periodically?
Real ID required for all entrants to the installation. We use an SF12, which is a form that captures name and DL state/number, which will preauthorize entry, but entrants must still present a Real ID on entry.
We can work toward a small number site foremen/women with escort privileges ahead of mobilization.
9/16/2025 9/8/2025
42 Is there a water source within 500 ft of the stockpile location and will water be provided to the contractor at no charge?
Depends on flow sought. Generally, water is provided. 9/16/2025 9/8/2025
43 Based on the location of the stockpile adjacent to Taxiway Golf, are there any restrictions related to equipment or personnel activities at or access to the stockpile site?
Any height restrictions will be worked between the contractor and FAA. Taxiway Golf is decommissioned, and as such no longer supports aircraft civ/mil.
9/16/2025 9/8/2025
44 Will the Post Award Conference be held virtually or at Truax Field? Virtual is acceptable with the contractor's option to meet in person at Truax Field.
9/16/2025 9/8/2025
45 Is a staging area for equipment and materials available on the concrete apron adjacent to the stockpile, or some alternate location?
Yes, a staging area will be made available. Anticipate concrete apron use adjacent to pile.
9/16/2025 9/8/2025
46 Are offerors to assume that soil considered as “non-compromised” or “non-contaminated” will be characterized so that it may be disposed of at a Subtitle D landfill or is it to be assumed that it could be reclaimed for beneficial use?
If non-compromised, being defined as soil that does not test for contamination at or above limits to be considered hazardous by the landfill selected by quoter, it could be reused. Of course, testing will reveal presence and level of contamination, and documentation of disposition and testing will be required.
9/16/2025 9/8/2025
47 Section 5.4 of the SOW states that a Preliminary Draft, Draft, Final Draft, and Final report are required to be submitted by the Contractor.
Pe Section 5.4 of the SOW, both the Draft and Final Draft versions of the report are to be reviewed by the Wisconsin DNR. Please confirm that two separate reviews are required.
One review of Preliminary Draft, and two reviews of Draft and Final.
Government will review Preliminary Draft, and both the Government and DNR will also review Draft and Final--not for comment, but they will get a copy.
9/16/2025 9/8/2025
48 Are Contractors to assume there will be a demobilization and remobilization between each of the six (6) Options being awarded, or should we assume that all work will continue unabated.
Options are anticipated to be exercised at the time of award, pending funding availability. If not exercised at time of award, each option may be exercised within 180 days of award, and PoP is 180 days from the date exercised.
In the event that all or some options cannot be exercised at the time of award, it is the government's intent to avoid work stoppages, and therefore it can be reasonably assumed that the government will work to ensure options will be exercised concurrently with the base items.
9/16/2025 9/8/2025
49 Section 1.4.1 of the PWS states that work must be conducted between the hours of 0730 and 1630, Monday through Friday. Wil the government consider extending work hours on Monday through Friday, or allowing work on Saturdays?
Workers may be able to queue along Pierstorff Street prior to the inspection lane's opening at 0730. Weekend and evening hours are not possible, based on manning.
9/16/2025 9/8/2025
50 What is the source of the PFAS in soil (e.g., fire training, fire suppression during a specific event, etc.) and how is it known to be contaminated? If any studies were performed post event, please provide to the Contractor for review.
Source of PFAS contamination should be assumed to be from fire training, nozzle test, real-world events occurring at some time during Truax's history. No official studies were performed to characterize the pile. Limited samples were taken from various points around the installation prior to conversion construction. The sample locations do not align perfectly with the construction locations. As such, no testing results will be provided.
9/16/2025 9/8/2025
51 Is all soil placed within the stockpile from the same construction project?
No. 9/16/2025 9/8/2025
52 Please provide details on the origin(s) of soil in relation to the facility and type of construction project (e.g., airfield expansion, new building construction, etc.)?
Airfield expansion, building construction and demolition. 9/16/2025 9/8/2025
53 If the soil was generated from multiple projects, how was it managed, documented, and quantified when placed within the stockpile (e.g., was each site material segregated into its own area/pile, was the soil bulked with other soil, was the estimated volume for each project recorded, etc.)? If it was documented, please verify that the Contractor will be provided the documentation upon award.
Materials Management Plans. Release will require DNR approval.
Segregation of materials by project, was not possible.
9/16/2025 9/8/2025
54 Does the stockpiled soil also contain intermixed debris? If it does, please specify what type (e.g., concrete, aggregate, etc.), maximum dimensions, and estimated quantity by percentage?
Assume concrete, aggregate, piping materials, and any other construction debris consistent with demolition and excavation from a previously disturbed site.
9/16/2025 9/8/2025
55 Does Truax have any analytical from the site, in reference to the PFAS impacted soil? Or perhaps do you have concentration level estimates you can share for this bid? Also, how was the estimated 35%/65% split in impacted vs non-impacted spoil determined?
The split is based on samples that do not correlate directly with the constitution of the pile. The split is based on those tests, roughly, but this is why we're awarding CLINs based on characterization or batch testing.
9/16/2025 9/9/2025
56 Multiple sections of the PWS reference disposing of soil compromised with PFAS/PFOS at a landfill facility. Currently, receiving subtitle C compliant landfills are reporting not accepting soil material with a total PFAS constituent concentration greater than 0.5 or 1.0 ppm.
Please confirm that if stockpiled material is found to contain concentrations greater than landfill acceptance criteria, then it will remain on site without the application of additional treatment technologies.
It is expected that quoters will obey the concentration limits set by receiving landfills.
9/16/2025 9/10/2025
57 Is it allowable to expand the current stockpile footprint to segregate and characterize material?
The installation will entertain segregation requests as part of the work plan. Quoters should consider that any segregation will require the implementation of stormwater pollution prevention techniques to retain soil and prevent leaching.
9/16/2025 9/10/2025
58 Will the site be accessible seven days a week from 0500 to 1800? If not, please specify days and hours for scope performance.
Per PWS 1.4.1, the hours are 0730-1630 on Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings.
9/16/2025 9/10/2025
59 Are portable light towers allowed in the work area? Pending inspection and height limitations due to proximity to airfield, yes.
9/16/2025 9/10/2025
60 Section 5.4 of the PWS requires the final report to include survey data and is the only mention of survey data in the document. Is there a requirement for a licensed surveyor to collect any data? Is a final as built or remedial action completion report required for this project?
Licensed surveyor certification not required. A final remediation action completion report should be submitted, including total volume/weight of soil removed, testing and sampling data, and receipts/weight tickets detailing disposal details.
9/16/2025 9/10/2025
61 Is there a format requirement for the detailed work plan? No specific format required. 9/16/2025 9/10/2025 62 Is there a required specification for laboratory analysis data validation or data management other than using a DoD ELAP certified laboratory?
No. DoD ELAP is sufficient. 9/16/2025 9/10/2025
63 Will a UFP-QAPP be required to be developed or is there an existing site UFP-QAPP that will need to be followed for this project?
No. 9/16/2025 9/10/2025
64 The list of publications in the PWS reference guidance documents for determining things like human health risk, ecological risk, and EPA regional screening levels for environmental assessment. Please confirm that this task only includes stockpile assessment for landfill disposal criteria and does not intend to conduct other site environmental assessments.
Correct. 9/16/2025 9/10/2025
65 Will the government require the contractor’s site-specific safety plan be presented for review and comment?
Yes. 9/16/2025 9/10/2025
66 In question and answer number 6 posted to SAM on 09/02/2025, the government has indicated that, “Quoters are encouraged to submit multiple quotes presenting alternative terms and conditions, including alternative line items. For the reasons above, final contractual line items may differ from the solicitation, and/or any contract may require that a modification be considered.” Given this scenario, the government will be receiving proposals for various scopes of work with differing line items. What criteria will the government intend to use to determine best value?
The language, "Quoters are encouraged to submit multiple quotes presenting alternative terms and conditions, including alternative line items...", is consistent with FAR 52.212-1(e), and the language was tailored in the FAR 52.212-1 Addendum, which was included in the solicitation.
The scope remains the same: Removal and disposal of the material within any limitations set forth in the PWS. As a result, methods to achieve the desired outcomes may vary among contractors, and we recognize that final line items may not be precisely as anticipated and that modifications may be required.
Determination of best value will include an evaluation of price, past performance, and technical approach. Evaluation of price will be inclusive of all options.
9/16/2025 9/10/2025
67 Does any detection above the reporting limits using Method 1633 constitute ‘compromised’ soil?
Compromised is defined here as soil that would require disposal in a subtitle C landfill (RCRA). That which could be disposed of in a subtitle D landfill (nonhazardous) would be considered non-compromised.
9/16/2025 9/12/2025
68 If using EPA RSLs to determine soil characterization, should ‘Residential’ or ‘Industrial’ criteria be applied?
Industrial 9/16/2025 9/12/2025
69 Has the Air Force disposed of this material previously as hazardous, and if so, what facility accepted it?
We are aware of other disposals of PFOS-compromised soil. Truax does not have access to detailed information related to those disposal actions. NGB/A4V likely possesses details that may or may not be releasable.
9/16/2025 9/12/2025
70 Based on the line items, it is assumed the work will be awarded in 4,900 ton increments. Is it valid to assume that work will be conducted during 1 mobilization?
1 mobilization is the goal. 9/16/2025 9/12/2025
71 Following removal of the proposed volume of soil (13,200 CY/19,600 tons) is any sampling of the underlying area required prior to restoration?
No sampling of the underlying area / "in situ" soils is required. Here, that is defined as those soils present below the prevailing grade.
9/16/2025 9/12/2025
72 Is access to the stockpile unrestricted for delivery drivers/transportation vehicles?
The installation has an access policy--any entrants without federal credentials must have a Real ID. Typically, consistent entrants will be submitted on an SF12 (DL# and state of issue), and be granted access without escort.
9/16/2025 9/12/2025
73 Can equipment be staged/decontaminated/refueled adjacent to the stockpile or is there a designated lay down area for this work?
Likely yes, but exact staging will be determined through comment and response to the work plan.

74 Is there a feasible number of trucks per day permissible to pass through the gate? ie. Are 10 or 20 trucks per day too much demand at the gate? Can you clarify a percentage of time between 7:30am and 4:30am that the gate can spend processing transport haulers for soil pickup?
We appreciate the concern with respect to inundating the gate.
Quoters should consider that there should be sufficient inspection personnel to inspect vehicles and trucks whenever they arrive at the gate. Wait times will vary, based on size of vehicle, and traffic at the gate, however 3-5 trucks per hour can likely be inspected.
9/16/2025 9/12/2025
75 Will there be a dedicated entrance gate to avoid congestion? Likely no, outside of precoordinated movements, e.g., mass mobilization and demobilization, oversized loads, or multi-truck convoys.
9/16/2025 9/12/2025
76 What are the rules for congestion at the gate? What is the maximum number of hauling trucks that can wait at any given time either in front of the gate or on the road? Is it preferable to clear trucks through in waves, ie. 5 trucks at any given time.
Construction traffic queues to the east, along Pierstorff St. 2-3 trucks will fit in the gate's throat and inspection area. Trucks should process as they arrive. No need to send them through in waves.

77 Please provide an environmental site investigative report that includes and/or summarizes the area(s) of concern from where the soil stockpile was generated (i.e., soil data, groundwater data, maps other). This report(s) will provide clarity as to the potential magnitude of PFAS levels within the stockpile.
None available. 9/16/2025 9/15/2025
78 Is the stockpile the result of several construction projects at different locations, or is it from one general location (project)?
Several, as shown on the images attached to the solicitation. 9/16/2025 9/15/2025
79 If on-site remediation is cost-effective, would Truax allow remediated soils to remain on-site for use as backfill and/or beneficial reuse, etc. If yes, would Truax prefer for Contractor to provide costs for locating and grading the remediated material on base?
The scope of this requirement is:
Removal and disposal of the material within any limitations set forth in the PWS.
9/16/2025 9/15/2025
80 Is there a specific timetable for project completion? Alternative remedies may be less expensive but may result in a slightly longer project duration.
Anticipated Periods of Performance are located in the Combined Synopsis/Solicitation.

81 Is the location of the soil stockpile queued for a construction project in calendar 2025-26? That is, is the speed of removing the soil a higher priority than cost?
No, this location is not queued for a construction project.
As stated in the solicitation:
The Government intends to award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation provides the best value to the Government.
Determination of best value will include an evaluation of price, past performance, and technical approach. Evaluation of price will be inclusive of all options. The evaluation factors used to determine best value within this solicitation are not shown in their relative order of importance, and the relative importance assigned to each evaluation factor is not stated.

82 Does Truax already have an environmental drilling contractor badged for work on base, and if so, can you please provide that information?
No. 9/16/2025 9/15/2025
83 Is the tonnage (19,600) calculated with an estimated density value or a geotechnical lab result?
Calculations are based on assumed density value. 9/16/2025 9/15/2025
84 if they have a liner and/or plastic underneath the stockpile? If not, would Truax like us to quote on characterizing and potentially disposing of the earthen footprint of the pile.
There is no liner beneath the pile. No requirement to dispose of in situ soils.

85 Are there any page limits we should consider when putting together our submission?
There are no page limits. However, quotes should clearly and concisely address the requirements in the FAR provision "Addendum to 52.212- 1, Instructions to Offerors - Commercial Products and Commercial Services."

86 What does the NGB define as “recent” for past performance For the purposes of this solicitation, 3 years, although older or no past performance will not automatically preclude a quote from consideration.
9/16/2025 9/15/2025
87 Will site crew members or transport truck drivers be required to attend flight line training to access the stockpile area? If so, what is the frequency of offering this training?
Only if a haul or access route occurs on the airfield. Given the location of the pile, and the decomissioning of Taxiway Golf, there shouldn't be a need for airfield driver training.
9/22/2025 9/18/2025
88 Some daily site workers may use POVs to commute to work. Are these vehicles allowed in the stockpile area and/or will they be allowed to park in the vicinity?
In the vicinity. 100-200 yards. 9/22/2025 9/18/2025
89 Are there known signage or strobe requirements for work trucks? Strobes should be used on all construction-type vehicles. Work trucks, e.g., standard pickups not required unless on active taxiways.
