About this opportunity
The Department of the Army National Guard, specifically the 115th Fighter Wing at Dane County Regional Airport in Madison, Wisconsin, is seeking qualified contractors for the removal and disposal of PFAS/PFOA compromised soil. The project requires a contractor to perform comprehensive environmental remediation services, including sample collection and analysis to characterize soil contamination, followed by loading, transportation, and disposal at an EPA-approved facility. Interested contractors must submit a five-page response by June 2, 2025, which must include a statement of intent to bid, a completed Sources Sought Response Form, a detailed project history from the past six years, and an outline of resources and key personnel. Responses must be emailed to scott.homner@us.af.mil with the specific subject line "Sources Sought W50S9F25Q0004". The evaluation will focus on the completeness of the submission, with any response missing the required four components being deemed non-responsive.
While no specific set-aside has been designated, the solicitation is primarily targeting small business contractors, with the potential for an unrestricted competition if insufficient small business sources are identified. The project involves removing an estimated 13,200 cubic yards (approximately 19,600 tons) of contaminated soil, with the contractor responsible for determining the appropriate disposal method based on sample analysis. The contract will be awarded as a firm-fixed price, and no reimbursement will be provided for costs associated with preparing the response. The project falls under the NAICS category 562910 (Remediation Services) and PSC category F108 (Environmental Systems Protection- Environmental Remediation). Contractors will be required to comply with all federal, state, and local regulations throughout the soil removal and disposal process.
