About this opportunity
The Department of the Navy Naval Supply Systems Command seeks specialized biohazard remediation, specialty cleaning, and mechanical HVAC air system cleaning services at two facilities at Naval Station Norfolk, Virginia, with proposals due September 21, 2026 at 12:00 PM. The procurement is a Women-Owned Small Business (WOSB) set-aside with 100% small business designation, foreclosing competition outside that pool.
Place of performance is Norfolk, Virginia (Building R-50, a 13,000-square-foot two-story administrative building, and Building U-117, a 30,000-square-foot single-story facility). Work encompasses Task 1 at Building R-50: extraction and disposal of rodent contamination (feces, urine, and nesting materials), removal of loose flaking paint via HEPA capture, sanitization, ceiling tile assessment and replacement, and structural penetration documentation for pest exclusion. Task 2 at Building U-117 includes targeted above-ceiling biohazard remediation in identified rooms and comprehensive mechanical HVAC air system cleaning and sanitization of two primary air handling units, approximately 45 variable air volume boxes, 10 secondary air handling units, 4 return air fans, bathroom exhaust systems, and associated ductwork per NADCA standards. Performance period runs September 30, 2026 through November 25, 2026. Work is priced firm fixed-price and must be performed outside standard business hours (Building R-50: Friday 1400 to Sunday 2200 hours; Building U-117: Friday 1600 to Sunday 2200 hours) to minimize operational disruption. All contractor personnel must obtain Defense Biometric Identification System (DBIDS) credentials and comply with Level I Antiterrorism Awareness Training and OPSEC requirements. Prevailing wage rates apply under Service Contract Labor Standards, Wage Determination No. 2015-4341 (effective 8/22/2026), with specified labor categories for heating, ventilation, and air-conditioning mechanics (WG-10) and grounds maintenance laborers (WG-3), each at 39.4% fringe rate. The estimated contract value is $25 million. NAICS code is 562910 (Remediation Services); PSC code is F108 (Environmental Systems Protection—Environmental Remediation). A mandatory site visit was conducted September 15, 2026. Amendment 00002 (effective September 18, 2026) revised the Performance Work Statement, incorporated questions and answers, and provided facility architectural layouts and ceiling grid drawings as attachments.
