About this file
This file is a Questions and Answers document from a site visit conducted on September 15, 2026, for Solicitation N0018926QL411. The document addresses six key questions raised by contractors regarding the scope of work for HVAC/IAQ cleaning and related services at Buildings R-50 and U-117.
Regarding pest control services, NAVFAC Pest Control currently operates on an on-call basis deploying traps and conducting periodic monitoring. Contractors are not required to coordinate with NAVFAC Pest Control within the current scope of work. For scheduling, the Performance Work Statement (PWS) has been modified to permit preferred weekdays and nights for both buildings, though Building R-50 cannot be shut down for extended periods and will require a phased schedule coordinated with command leadership, facility management, and physical security. Room 125 in Building U-117 and the SCIF area, despite their classified status and limited HVAC shutdown availability (approximately 30 minutes), must not be excluded from the duct-cleaning scope; access will be coordinated with the FWC-N Security Manager to ensure proper security while uncleared contractor personnel perform cleaning services. Additionally, PTAC units in Building R-50 do not require cleaning at this time, as existing ductwork above the ceiling is abandoned. Building U-117 presents a more complex layout requiring a larger multi-phase zoning plan with detailed coordination prior to mobilization.

Solicitation N0018926QL411 Questions and Answers from Site Visit on 9/15/2026
1. During the site visit, a contractor noticed several rodent control devices around one of the buildings. Could you please clarify whether there is currently any active rodent control, monitoring, removal, or pest management service in place for either Building R-50 or Building U-117?
NAVFAC Pest Control has deployed traps and conducts periodic monitoring. Their support currently operates on an on-call basis. NAVFAC Pest Control will be contacted immediately for mitigation if any pests are detected.
2. If there is an existing service, could you please confirm the general scope of that service and whether the contractor under this solicitation is expected to coordinate with or work alongside the existing pest control provider?
At present, there is no requirement for active coordination with NAVFAC Pest Control within the current scope of work.
3. For building U-117, is the work required to be performed exclusively on weekends, or may the work also be performed during nights/weekdays?
The PWS has been modified for preferred weekdays and nights for both buildings.
4. During the site visit, two areas were identified that may need to be excluded from the duct-cleaning scope:
Room 125, due to its classified status and limited HVAC shutdown availability (approximately 30 minutes at a time), and the building’s SCIF area, due to the additional clearance required for access. Can you please confirm whether these areas should be excluded from the required duct-cleaning scope?
These spaces must not be excluded from the scope. We will coordinate an access plan with the FWC-N (Bldg. U-117) Security Manager to ensure highly classified areas are properly secured while uncleared contractor personnel perform cleaning services.
5. For building R-50, during the site visit, it was indicated that the building may be shut down to allow the structural/above-ceiling cleaning to be performed during weekdays rather than exclusively on weekends.
Can you please confirm whether weekday performance will be permitted for R-50?
We cannot shut the building down for weeks at a time. The best approach would be working closely with command leadership to establish a mutually agreeable, phased schedule that maintains minimal operations.
U-117 is a more complex layout and will require a larger multi-phase zoning plan. Detailed coordination with the facility manager, physical security manager, and leadership is required prior to mobilizing.
6. Can you please confirm that the PTAC units in R-50 are not required to be cleaned as part of the HVAC/IAQ scope? It was noted during the walkthrough that the existing ductwork above the ceiling is abandoned.
These units do not require cleaning at this time.
