About this opportunity
The U.S. Coast Guard is seeking design-build services for the recapitalization of Runway 1-19 at its Base in Elizabeth City, North Carolina, through an exclusive solicitation for contractors on the current DHS/USCG National Multiple Award Construction Contract III (NMACC III), Pool 1. The base contract requires restoring the 4,518-foot by 150-foot runway and associated Taxiways Kilo and Golf to operational conditions, including installing FAA-compliant LED edge lighting, guidance signs, and lighting system components. An optional scope involves constructing a North Turnaround Pad compatible with HC-130 aircraft operations. Evaluation criteria will focus on the offeror's airfield design and construction experience, key personnel qualifications, and relevant past performance, with a best value tradeoff approach between non-price factors and price. Request for Information (RFI) submissions were due by January 6, 2025, with proposals due by March 14, 2025, at 4:30 PM local time in Norfolk, VA.
The contract is not set aside for any specific small business category and is open only to current NMACC III, Pool 1 contractors. The project is estimated to be valued between $45-55 million, with a performance period of 731 calendar days from award. The work will take place at the U.S. Coast Guard Base located at 1449 Weeksville Road in Elizabeth City, North Carolina 27909. Construction will include full demolition and reconstruction of failed runway pavements, restoration of certain pavements through substrate repairs and asphalt resurfacing, and installation of new airfield infrastructure. The project aims to restore the runway to its original operational status, supporting civilian and military aircraft operations, including critical search and rescue missions and flight training programs. Contractors must comply with FAA standards, UFC 03-260-01 requirements, and various technical specifications outlined in multiple amendments to the original solicitation.
