About this file
This is Amendment 0009 to solicitation 70Z04725RPCNI0001 for the recapitalization of Runway 1-19 at U.S. Coast Guard Base Elizabeth City, NC. The amendment primarily provides responses to contractor questions about design criteria, specifications, and technical requirements for the runway project.
The amendment clarifies several key points: Type 1L cement will be authorized for use; contractors should follow FAA construction specifications in FAA AC 150/5370-10H and thicknesses per FAA AC 150/5320-6G; UFC criteria will be used for geometry, grade, drainage and UFC criteria shall prevail for markings, lighting and navigational aids. The amendment also provides SFRL 4027990 CAD files via DODSafe dated 3/4/2025 containing architectural, civil, electrical and structural record drawings. Additionally, the Project Labor Agreement (PLA) requirement has been removed per FAR Class Deviation 25-02. The amendment addresses various technical questions about pavement design, grading requirements, construction specifications, and confirms that US Army criteria should be used where conflicts exist between different military branch requirements.

Please clarify repair requirements for existing underlying CONCRETE pavement. The sealing of cracks is limited in the RFP to sealing cracks in underlying asphalt surface only (Section 01800-1.4.5.2) but what work should be priced for repairs to underlying PCC pavement, should they be warranted once asphalt pavement is milled off?
Per Amendment 004, 'Sealing of cracks and joints in the Portland concrete cement pavement underlying upper asphalt paving layers that designated for mill and overlay will not be measured for payment. This work will be considered incidental to the milling operations.' Shattered slabs or slabs that required replacement will be treated as a differing site condition.

According to the FAA website, FAA procedures are still active to a "closed indefinitely" runway.
Please confirm that no airspace analysis, obstruction analysis, nor approach procedure support/coordination with the FAA on approach procedures is required for this project.
No, we do not expect the Contractor to complete an airspace analysis for the entire runway of all obstacle surfaces. The FAA will assist Air Station Elizabeth City with a new terminal procedures survey and scrub of their existing procedures before the USCG reopens RW 1-19. The FAA was clear in discussions with the USCG that no in-depth analysis is be required as long as the runway is not changing dimensions, heading, or elevation, and was never permanently closed/deactivated, which it hasn’t.

Based on best publicly available information, it appears the existing transverse cross slopes of Runway 1-19 do no meet UFC criteria. Existing transverse cross slopes appear to range between 0.25% and 1.%.
1) Please confirm that proposed improvements should correct transverse slopes full length along Runway 1-19.
2) Please confirm if certified and more accurate survey is available to understand the non-standard conditions of Runway 1-19.
3) If Certified survey is not available, would the cost of grade correction be addressed via change order?
The Government believes the RFP requirements and referenced criteria are viable and the Contractor will be able to achieve full compliance and make significant improvements above current conditions. The proposals shall include all related costs to meet the UFC criteria to the fullest extent reasonably possible.
All runway paving should be constructed with appropriate transverse slopes and grades to meet basic drainage and prompt removal of water.

PLA mandates typically require all contractors working on the project to adopt the PLA terms, restricting or eliminating a contractor's freedom to select subcontractors. Instead of awarding subcontracts based on cost-effective bids and performance history, the contractor must make awards based on a company's willingness to operate under the PLA. In our experience this typically leads to higher costs associated with the project. Will the Government consider removing the PLA requirement?
