About this file

This is Amendment 004 to solicitation 70Z04725RPCNI0001 for the Recapitalize Runway 1-19 project at U.S. Coast Guard Base Elizabeth City, NC. The amendment includes several key clarifications and modifications including: approval for contractors to utilize a mobile batch plant at a specified location with requirements for utility connections and restoration; updates to requirements for sealing cracks in portland concrete cement pavement; removal of LEED submittal requirements; clarification that a new Airfield Lighting Control System is not required; and addition of personnel qualification requirements for the Construction Superintendent and Project Manager positions.

The amendment also provides responses to 200 contractor questions covering topics such as pavement design criteria, construction phasing, security requirements, environmental considerations, and technical specifications. Key clarifications include: confirmation that runway shoulder pavements are not required for RW 1-19; determination that grooving requirements will be set by the Designer of Record; specification that Type 1L cement is not authorized; and confirmation that the USCG will own and operate the new PAPI lights rather than the FAA. The amendment maintains the Project Labor Agreement requirement and clarifies that work limits shown are conceptual and changes to extents will not be treated as differing site conditions.

According to the FAA website, FAA procedures are still active to a "closed indefinitely" runway. Please confirm that no airspace analysis, obstruction analysis, nor approach procedure support/coordination with the FAA on approach procedures is required for this project.

No, we do not expect the Contractor to complete an airspace analysis for the entire runway of all obstacle surfaces. The FAA will assist Air Station Elizabeth City with a new terminal procedures survey and scrub of their existing procedures before the USCG reopens RW 1-19. The FAA was clear in discussions with the USCG that no in-depth analysis is be required as long as the runway is not changing dimensions, heading, or elevation, and was never permanently closed/deactivated, which it hasn’t.

Please confirm the aircraft traffic mix to use in the pavement design stated in the SFRL 10393282 RECAP AIRSTA E-CITY RUNWAY 1-19 RFP, Section 01800, paragraph 1.8.6.3 Aircraft design mix. UFC 3- 260-02, Chapter 3, established the use of standard traffic mix for design, which will differ from what is provided and potentially increase pavement thicknesses and therefore earthwork/grading beyond pavement edges.

Pavement design to comply with aircraft design mix as stated in RFP 01800 1.8.6.3.

41 12/7/24 While the RFP summarizes the mainline paving option requirments, will the runway and taxiway shoulders need to be designed and paved?

Refer to RFP 01110-1.2.1. The RFP does not requires the Contractor to construct shoulder pavements for base-bid work on RW 1-19. TW Kilo and TW Golf work is full-width. 003

PLA mandates typically require all contractors working on the project to adopt the PLA terms, restricting or eliminating a contractor's freedom to select subcontractors. Instead of awarding subcontracts based on cost-effective bids and performance history, the contractor must make awards based on a company's willingness to operate under the PLA. In our experience this typically leads to higher costs associated with the project. Will the Government consider removing the PLA requirement?

There is no plan to remove the PLA requirement from the solicitation at this time, as it is currently a standing requirement.

110 12/6/24

In view of this proposal due date falling after the inauguration date and with the expectation that a new executive order will be issued eliminating the requirement for use of a PLA; would the USCG change the PLA submission requirement form being due with the proposal to a submission post award?

There is no plan to remove the PLA requirement from the solicitation at this time, as it is currently a standing requirement.
