About this opportunity

The Federal Aviation Administration Southwestern Region seeks reattachment of detached electrical conduit at the Denver Air Traffic Control Tower (DEN ATCT), 9800 Peña Blvd, Denver, Colorado, under Screening Information Request 697DCK-26-R-00391, with offers due September 14, 2026 at 1900 local time. The set-aside is Total Small Business. AAQ-500 Regional Acquisitions in College Park, Georgia issues the solicitation, which is a firm-fixed-price award under the FAA Acquisition Management System rather than the FAR, with award to the lowest price technically acceptable offer (LPTA). The monetary magnitude is less than $100,000.

Work is on-site only at DEN ATCT. The project covers seven electrical conduit runs, approximately 60 feet total, that have detached from their support structure and rest on HVAC ductwork in the Cable Access/Junction Level crawl space. The period of performance is 65 calendar days from Notice to Proceed across five phases. Phase 2 requires a tiered diagnostic inspection (energized Tier 1 screening and de-energized Tier 2 testing) and a Work Method Plan with professional engineer-stamped load calculations, temporary rigging plans, and a confined-space rescue plan. Phase 3 allows 15 business days for FAA Technical Operations review. Phase 4 reattachment is limited to the 11:00 PM to 4:00 AM shift, with circuits de-energized under lockout/tagout, and cannot exceed 30 calendar days. Conditions outside the reattachment scope, such as internal wiring damage or asbestos-containing materials, must be reported and not performed without written direction from the Contracting Officer.

Required qualifications include a Colorado-licensed Master Electrician, a Colorado-licensed Professional Engineer, a rigger certified under 29 CFR 1926.1425, OSHA-compliant confined space entrants and supervisors, and diagnostic technicians holding ASNT SNT-TC-1A Level I or II thermography certification, NETA megger certification, and documented cable fault location experience for TDR testing. The contractor furnishes all diagnostic equipment, support hardware, rigging rated for a minimum 2,000-pound working load, confined space entry kits, tools, and PPE. The workmanship warranty runs a minimum of one year from FAA acceptance, with manufacturer warranties passed through. Davis-Bacon Wage Determination CO20260020 is attached.

Evaluation factors are relevant experience, ability to perform (including the tiered diagnostic approach and confined-space planning under 29 CFR 1910.146), and a realistic schedule aligned to the five-phase SOW.

A site visit is scheduled for September 2, 2026 at 9:30 AM local time. Attendance is strongly encouraged. Attendees meet at 26705 E. 68th Ave, Denver, CO 80249 (Visitors Lot), and are escorted to the tower. Attendee names are due to Ben Bramley (Ben.Bramley@faa.gov) at least two days prior. Questions must be submitted in writing to Linda.Hennequant@faa.gov at least three business days before the offer due date, with the SIR number in the subject line; telephone inquiries are not accepted. Offers go to the same address. Amendment 0001 added the trip report and drawings for information only, and Amendment 0002 changed the site visit meeting point.
