About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal has issued a Special Notice announcing Industry Day #2 for the Radford Army Ammunition Plant (RFAAP) Operation, Maintenance, and Modernization contract opportunity. This follows Industry Day #1 held in October 2024 and represents the second phase of industry engagement for a planned competition involving propellant production and facility operations at RFAAP in Radford, Virginia. The Special Notice is posted under NAICS code 325920 (Explosives Manufacturing) and PSC code M1EA (Operation of Ammunition Facilities). The Army Contracting Command - Rock Island, Project Lead Joint Services, and Joint Munitions Command are jointly hosting this industry engagement effort. Industry Day #2 is scheduled for February 25-26, 2025, continuing the government's outreach to potential contractors for this significant ammunition facility contract.

The primary purpose of Industry Day #2 is to further engage industry stakeholders and gather input for the acquisition strategy development for RFAAP's comprehensive operation, maintenance, and modernization contract. Based on documentation from Industry Day #1, this procurement will utilize a Best Value Tradeoff source selection process with a planned 10-year base period plus option periods, structured as a firm-fixed-price IDIQ contract for production items. Companies must register in advance using the provided Company and Individual Registration Forms, with participation limited to four representatives per company and restricted to U.S. and Canadian citizens from firms registered with the Joint Certification Program. The government plans to provide access to a Virtual Technical Library and On-Site Library by February 2025 to support proposal development, with the draft RFP to be released at a future date. Interested contractors can submit questions and comments through the provided forms, and the government emphasizes this as an opportunity to influence the acquisition strategy for this government-owned, contractor-operated ammunition facility that currently produces propellants and propellant ingredients under the incumbent BAE Systems contract through December 2026.
