About this file

This document is a comprehensive Questions and Answers (Q&A) record from the Radford Army Ammunition Plant (RFAAP) Industry Day #2, addressing a forthcoming federal contract for operations, maintenance, and modernization of the facility. The document covers a wide range of technical, operational, and contractual inquiries from potential bidders, with government responses addressing topics such as facility modernization, utilities, equipment status, environmental remediation, production capabilities, and contract transition details. Key insights include the government's intention to maintain a single contract for RFAAP, plans to provide a Virtual Technical Library (VTL) with facility information in June/July 2025, and ongoing modernization efforts including a new Nitrocellulose (NC) facility targeted for project closeout in September 2025.

The Q&A reveals significant details about the facility's current state and future plans, including 671 inactive facilities, ongoing utility and infrastructure improvements, and environmental remediation strategies. The government is contemplating an RFP that encourages commercial use of RFAAP and is still evaluating certain contract specifics such as cost data reporting and product commercial sales approval. The acquisition timeline is still being developed, with a draft RFP to be released at a future date. The contract will involve comprehensive management of a government-owned, contractor-operated (GOCO) ammunition plant with complex production, maintenance, and modernization requirements across multiple operational areas including nitrocellulose, nitroglycerine, and propellant production facilities.

1. Radford Army Ammunition Plant (RFAAP) Contract Scope - The current RFAAP contract includes operations, maintenance, support functions, and modernization scope. The USG recently released two Requests for Information (1. Design/Build Modernization, 2. Operation, Maintenance, and Modernization PWS RFI). These RFIs could indicate the Government’s interest or intention to separate the current RFAAP contract into multiple separate scopes during the next procurement. Is separating the RFAAP contract into multiple and disparate scopes the USG’s intention?

USG: Acquisition plan is currently being staffed. This will be addressed in the Draft RFP.

2. Organizational Conflict of Interest (OCI) - If the RFAAP contract is separated into two or more contracts, does participation in any one contract create an OCI for participation in any other contract? If any OCI is possible, please share specific OCI issues or concerns. What is the anticipated future modernization spend over the life of the new GOCO contract?

USG: The USG does not intend to separate the RFAAP contract into more than one (1) contract.
