About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 19, seeks sterile processing courier services for the Rocky Mountain Regional VAMC, with quotes due July 28, 2026 and questions due July 17. This is a 100% SDVOSB set-aside under NAICS 492110 (Couriers and Express Delivery Services), with a 1500-employee business size standard.
Place of performance is 1700 N Wheeling Street, Aurora, Colorado, with service routes extending to southern Colorado Community-Based Care Clinics in Colorado Springs and Pueblo. The contractor must provide regularly scheduled pickups and deliveries of sterile and non-sterile reusable medical equipment Monday through Friday, excluding federal holidays, at a fixed rate inclusive of labor, supplies, equipment, transportation, fuel, uniforms, and insurance.
The contractor must be Colorado-registered and carry minimum $500,000 liability insurance and valid Colorado auto insurance ($200,000 per person, $500,000 per occurrence). DOT certification for hazardous materials transportation is required; drivers must receive training under 49 CFR Part 172, Subpart H, as contaminated reusable medical devices meet hazardous materials definitions under 49 CFR Parts 171–180. Personnel must complete PIV badge and background investigation requirements. The government anticipates approximately four routes per day, no more than four containers per trip, with volumes subject to occasional variation. No firm route changes are anticipated during the contract term, but such changes may occur and will be handled contractually.
The contract runs from September 30, 2026 through September 29, 2027 (base year) with four one-year option periods through September 29, 2031. The government anticipates awarding a firm-fixed price contract and reserves the right to award solely on initial quotes. Quotes must be submitted via email only to Christopher.Hollingsworth2@va.gov; hand-carried and faxed quotes are not accepted. Service Contract Act wage determinations apply to the applicable Colorado counties.

Update #2 · Latest ·
The purpose of this amendment is to answer questions that were received (see below) and to extend the response date to 7/28/2026
The solicitation requires a "Hazardous Material License Number" and DOT certification under 49 CFR Part 172, Subpart H. Please clarify whether a PHMSA Hazardous Materials Registration/License is required for this procurement. If so, please identify the applicable regulatory basis and the specific materials being transported that trigger this requirement.
. Yes RMD that is contaminated meets definition of hazardous materials. The U.S. Department of Transportation (DOT), via PHMSA, regulates hazardous materials transportation under the Hazardous Materials Regulations (HMR), 49 CFR Parts 171 180. 172 subpart H refers to training that the driver receives.
Section 2.6 requires the contractor to provide evidence of a "Colorado Licensed Courier Company." Please clarify what specific license, registration, or credential the Government is referring to, as we have been unable to identify a Colorado-issued courier company license. If another form of registration or operating authority is intended, please identify the specific requirement.
Not sure about this requirement I believe it just asks that the company is registered in Colorado
The PWS identifies the routes and stops but does not provide historical workload information such as the average number of totes, trays, containers, or other RME transported per route or annually. Please provide historical workload data or estimated annual transport volume for each route.
Typically, it is 4 routs per day separating pickup of clean and return of dirty items (excluding Sat Sun). Typically, no more than 4 containers per trip. But the volume may vary occasionally. Please let us know if you need detailed but this will take few days
Please advise whether the Government anticipates any changes during the contract term, including the addition, closure, relocation, or consolidation of CBOCs or other pickup/delivery locations that would affect the required routes or level of effort. If such changes are anticipated, please explain how they will be handled contractually.
No firm plans at this time, but possible
Could you please provide the anticipated number of scheduled courier runs/trips per day between the Rocky Mountain Regional VA Medical Center and the Colorado Springs and Pueblo CBOCs?
Typically, it is 4 routs per day
If available, could you provide the estimated daily route mileage and anticipated annual trip volume (or annual mileage) for these services?
See above We do not track milage for the trips
