About this file
This is an amendment to a combined solicitation that answers contractor questions and extends the response deadline for sterile processing courier services at the Rocky Mountain Regional VA Medical Center (VAMC).
The solicitation (36C25926Q0389) seeks firm-fixed price courier services to transport sterile processing department (SPS) items between the Rocky Mountain Regional VAMC in Aurora, Colorado and satellite locations including Colorado Springs and Pueblo CBOCs. The contract is 100% set-aside for service-disabled veteran-owned small businesses (SDVOSB) under NAICS code 492110 (Couriers and Express Delivery Services). The Government anticipates approximately four routes per day, excluding weekends, transporting no more than four containers per trip, with volumes subject to occasional variation. Key compliance requirements include DOT hazardous materials certification under 49 CFR Parts 171-180 (specifically for contaminated reusable medical devices meeting hazardous materials definitions) and driver training per 49 CFR Part 172, Subpart H, as well as Colorado business registration. The amended response deadline is July 28, 2026 at 4:00 PM Eastern Time, with quotes to be submitted via email only to Christopher.Hollingsworth2@va.gov. The contracting office is located in Greenwood Village, Colorado (zip code 80111), and the place of performance is the Rocky Mountain Regional VAMC at 1700 N Wheeling Street, Aurora, Colorado 80045. The Government noted no firm plans for route changes during the contract term but indicated such changes remain possible and would be handled contractually.

DESCRIPTION
The purpose of this amendment is to answer questions that were received (see below) and to extend the response date to 7/28/2026 Q. The solicitation requires a "Hazardous Material License Number" and DOT certification under 49 CFR Part 172, Subpart H. Please clarify whether a PHMSA Hazardous Materials Registration/License is required for this procurement. If so, please identify the applicable regulatory basis and the specific materials being transported that trigger this requirement.
A. . Yes – RMD that is contaminated meets definition of hazardous materials. The U.S. Department of Transportation (DOT), via PHMSA, regulates hazardous materials transportation under the Hazardous Materials Regulations (HMR), 49 CFR Parts 171–180. 172 subpart H refers to training that the driver receives.
Q. Section 2.6 requires the contractor to provide evidence of a "Colorado Licensed Courier Company." Please clarify what specific license, registration, or credential the Government is referring to, as we have been unable to identify a Colorado-issued courier company license. If another form of registration or operating authority is intended, please identify the specific requirement. –
A. Not sure about this requirement – I believe it just asks that the company is registered in Colorado
Q. The PWS identifies the routes and stops but does not provide historical workload information such as the average number of totes, trays, containers, or other RME transported per route or annually. Please provide historical workload data or estimated annual transport volume for each route.
A. Typically, it is 4 routs per day separating pickup of clean and return of dirty items (excluding Sat Sun). Typically, no more than 4 containers per trip. But the volume may vary occasionally. Please let us know if you need detailed – but this will take few days
Q. Please advise whether the Government anticipates any changes during the contract term, including the addition, closure, relocation, or consolidation of CBOCs or other pickup/delivery locations that would affect the required routes or level of effort. If such changes are anticipated, please explain how they will be handled contractually.
A. No firm plans at this time, but possible
Q. Could you please provide the anticipated number of scheduled courier runs/trips per day between the Rocky Mountain Regional VA Medical Center and the Colorado Springs and Pueblo CBOCs?
A. Typically, it is 4 routs per day
Q. If available, could you provide the estimated daily route mileage and anticipated annual trip volume (or annual mileage) for these services?
A. See above – We do not track milage for the trips
