About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 17, is soliciting quotations for courier services to support the Central Texas Veterans Healthcare System (CTVHCS) across multiple facilities. The solicitation (36C25726Q0270) is issued as a Request for Quotation for commercial items under Federal Acquisition Regulation Part 12, seeking an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for laboratory specimen courier services. Key requirements include providing weekly scheduled pickups and as-needed round-trip courier services available 24 hours daily, seven days per week, including federal holidays, with vendors responsible for supplying all vehicles, personnel, equipment, training documentation, and appropriate insurance coverage. Evaluation will be based on three criteria: technical acceptability, past performance (requiring minimum two federal and one private reference), and price reasonableness. Quotations are due by March 10, 2026, at 3:00 PM Eastern Time, submitted via email to contracting officer Delphia Schoenfeld at delphia.schoenfeld@va.gov, with the question deadline having been February 27, 2026.
This acquisition is a total set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), requiring all offerors to be registered under NAICS code 492110 and certified as SDVOSB in the SBA's VetCert database at time of offer submission. The current contractor operating under contract 36C25721C0031 was previously awarded $106,370.00, though the incumbent's name is not disclosed in the solicitation materials. The guaranteed minimum award is $10,000 with a maximum aggregate value of $500,000 over the five-year contract period. Services will span from July 1, 2026, through June 30, 2031, divided into five one-year ordering periods, with pricing required for 45 separate line items. The place of performance is the Department of Veterans Affairs Central Texas Veterans Healthcare System Laboratory located at 1901 Veterans Memorial Drive, Temple, Texas 76504, with services covering four facilities: Austin Outpatient Clinic, Doris Miller Veterans' Medical Center (Waco), Olin E. Teague Veterans' Medical Center (Temple), and Baylor-Scott & White Laboratory (Temple).
