About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs, Network Contracting Office 17 in San Antonio, Texas for solicitation 36C25726Q0270. The amendment was issued on February 11, 2026, with an effective date of March 3, 2026, and serves to provide answers to questions submitted during the question-and-answer period. The document indicates that no further questions will be answered regarding this solicitation. All quotes must be submitted to the Point of Contact, Delphia Schoenfeld, at delphia.schoenfeld@va.gov no later than Tuesday, March 10, 2026, at 3:00 PM Eastern Time.

The amendment addresses vendor inquiries regarding courier services for CTX (likely a VA facility location). The original contract was awarded for $106,370.00 with the current contract number 36C25721C0031. Key service requirements include as-needed round trip transportation services with annual estimated trips and weekly scheduled service for Austin running once per week on Friday at 5:00 PM ±30 minutes. As-needed orders require STAT service with turnaround no later than 1.5 hours and must be available 24/7, including weekends and holidays. The VA will provide temperature control containers for specimen transport, though vendors remain responsible for determining how temperature control is maintained and documented. Pickup trucks with enclosed, lockable toppers are not compliant for specimen transport under this contract. Site visits will not be conducted, and the VA will continue to provide its own equipment including coolers, totes, locks, and temperature logs.

Vendor A:

• Is there an incumbent price available?

o The original contract was awarded for $106,370.00.

• For the 'As Needed Round Trip' services, there are numbers: 15, 100, 15....., Do the numbers represent the amount of trips in a day, week, month, or year?

o The quantities are annual estimated trips.

• How much of a notice will be given to the contractor regarding pick and delivery? If there is no answer, in the past, how much time was given to the contractor?

o For as need services as much notice as possible will be provided, in the past the least amount time given was one hour.

Vendor B

• Is the use of a pickup truck with an enclosed, lockable topper compliant for specimen transport under this contract?

o No.

• Does the contractor need to maintain temperature monitoring logs during transport or is use of insulated containers sufficient? Will the VA provide all the temperature control containers during pickups?

o It is the vendor’s responsibility to determine how temperature control will be maintained and documented. The VA has historically provided temperature control containers for transport, however, if the VA provides the containers we require the containers returned back to the VA facility.

Vendor C

• Can a site visit be done for this requirement? If so, can one be scheduled for a weekend?

o No site visit will be held.

Vendor D
