About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 8 (Miami VA Healthcare System) is soliciting medical courier services under Solicitation 36C24826Q0114 to transport laboratory specimens from seven Community-Based Outpatient Clinics and one outpatient clinic to the main medical center in Miami, Florida. The services include once-daily, twice-daily, and four-times-daily pickups depending on location, as well as on-call transportation services during business hours, with all work conducted Monday through Friday excluding federal holidays. Quoters must demonstrate technical capability through a capabilities statement and past performance examples with customer references, possess active SBA Service-Disabled Veteran-Owned Small Business (SDVOSB) certification in the Veteran Small Business Certification database, maintain current registration in the System for Award Management (SAM), and submit electronically via email to the Contracting Officer by March 11, 2026 at 8:00 AM EST. The Government will evaluate quotes on the best overall benefit to the Government considering technical capability, price, and past performance. All Requests for Information must be submitted by March 2, 2026 at 3:30 PM EST, and quoters are responsible for monitoring SAM.GOV for solicitation documents and amendments without further notice.
This solicitation is exclusively set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, replacing the incumbent FCX contract 36C24821P0963, which had a total award value of $605,702.53 for the base year plus four option years. The contract is structured as a Firm-Fixed Price agreement with a one-year base period beginning April 1, 2026 through March 31, 2027, followed by four optional 12-month renewal periods, for a potential total of five years of service. Service requirements specify pickup frequencies ranging from 15 to 750 pickup events annually depending on facility location, with a lump-sum allowance of up to $1,000 per performance period for additional transport supplies such as dry ice. Performance standards require 95 percent adherence to pickup and delivery schedules, 95 percent compliance with communications requirements, and less than one complaint per quarter. All services will be performed at multiple locations throughout Florida including Homestead, Key Largo, Pembroke Pines, Hollywood, Key West, Deerfield Beach, and Broward, with specimen delivery to the Pathology & Laboratory Medicine Service at the Bruce W. Carter Miami VA Medical Center.
