About this opportunity

The Department of Veterans Affairs Enterprise Procurement Office, on behalf of the Veterans Health Administration's Modeling and Forecasting division, is conducting a Request for Information and Sources Sought on health care actuarial support services with responses due October 21, 2026. This is a pre-solicitation market-research effort only; no solicitation or award commitment is implied, and respondents will not be compensated.

The requirement involves complex actuarial modeling to support VA medical care budgeting and strategic planning. The contractor will develop and maintain the VA Enrollee Health Care Projection Model (EHCPM) and other actuarial models generating 21-year Veteran enrollment, utilization, and cost projections at detailed levels (15 geographic sectors, age bands, priority groups, enrollee types). The EHCPM currently supports over 90 percent of VA's medical care budget. The contractor must integrate approximately 100 data files and information sources annually and produce roughly 1,000 deliverables yearly across multiple scenarios, accounting for enrollment rates, utilization metrics, Relative Value Units, and costs. Work includes collaboration with VHA program offices, field staff, and researchers to incorporate changing health care delivery approaches, evaluate health care initiative impacts, and analyze infrastructure changes and policy impacts. Primary customers include the Office of Finance, OMB, Congressional committees, VHA strategic planners, workforce planning offices, policy offices, the Congressional Budget Office, and oversight agencies.

The NAICS code is 524298 (All Other Insurance Related Activities); PSC is R408. Respondents should submit capability statements addressing business size and ownership, alternate NAICS and PSC codes, responses to the vendor questionnaire, and comments on the draft Statement of Objectives.
