About this file

This file is a Request for Information (RFI) template containing vendor questionnaire and data elements for a federal contract opportunity.

The Department of Veterans Affairs' Enterprise Procurement Office, on behalf of the Veterans Health Administration's Strategic Planning Division, is solicecting industry feedback on a draft Statement of Objectives for health care actuarial consulting services. The requirement seeks an actuarial consulting firm to provide health care actuarial support via consulting, modeling, and analytical services for five years (one base year plus four option years). The services will support development of the VA Enrollee Health Care Projection Model (EHCPM) and other actuarial models to inform VA medical care budgeting, strategic planning, capital planning, workforce planning, and policy analysis. The EHCPM produces twenty-year projections of Veteran enrollment, utilization, and costs at detailed levels and supports more than 90 percent of VA's medical care budget. Work involves collaboration with VHA program offices, field staff, and researchers to incorporate changing health care delivery approaches, evaluate impacts of health care initiatives, assess infrastructure changes, and analyze impacts of proposed policies, legislation, regulations, and external events. The applicable NAICS code is 524298 (All Other Insurance Related Activities), and the Product Service Code is R408. This is a pre-solicitation sources sought effort for market research purposes only and does not represent a commitment to issue a formal solicitation. The RFI template requests vendor responses addressing company information, business structure and designations, relevant NAICS codes, current government support experience, existing VA and GSA contracts, capacity for consulting hours and deliverables, technical expertise areas, staff credentials (FSA and ASA actuaries, SAS programmers), and benchmark data availability. Responses were due no later than 2:00 PM on October 21.

RFI DATA ELEMENTS
The Strategic Planning Division (SPD) in the Veterans Health Administration requires an actuarial consulting firm as prime vendor to provide health care actuarial support via consulting, modeling, and analytical services for five years with a base year plus four option periods. Consultation requirements are unique to each task.

This potential effort is for actuarial consulting, analysis, and modeling services. The SPD and its actuarial consultant develop the VA Enrollee Health Care Projection Model (EHCPM) and other actuarial models to support development of the VA medical care budget, strategic, capital, and workforce planning, and policy analysis. VA is dependent on the EHCPM projections to support the development of more than 90 percent of the VA medical care budget. The EHCPM is used to provide insight on Veteran demand for VA health care and support VA leadership and stakeholders, including the Office of Management and Budget, Congress, the Government Accountability Office, Congressional Budget Office, and Veteran Service Organizations. The EHCPM produces twenty-year projections of Veteran enrollment, utilization, and costs at a very detailed level for each fiscal year. Tasks that support development of the EHCPM and other actuarial models involve collaboration between VHA, program offices, and contracted actuaries.

The VA health care system and the broader environment are continually changing, and the enrollment, utilization, and expenditure projections must reflect the impact of these changes. This requires that the VHA SPD and its actuarial consultants work closely with VA program offices, field staff, and researchers to incorporate their vision for the future delivery of health care services (e.g., Patient Aligned Care Team or PACT), the impact of health care initiatives (e.g., mental health), the impact of changes in VA’s infrastructure, and assess and incorporate the impact of proposed policies (e.g., cost sharing), legislation and regulations (e.g., the Maintaining Internal Systems and Strengthening Integrated Outside Networks (MISSION) Act and Honoring our PACT Act of 2022), and external events (e.g., economic recession and pandemic) on the VA health care system. Additionally, VA serves populations, such as Operation Iraqi Freedom, Operation Enduring Freedom, and Operation New Dawn (OEF/OIF/OND) and women veterans, and provides services, such as mental health and long-term services and supports, that require specific consideration in the planning and execution of services. This task may require enhancements to the EHCPM structure, methodology, or supporting analyses to incorporate new or revised assumptions.

Additionally, VA is a dynamic health care system, with rapidly changing policies, direction, and leadership. VA requires actuarial support to meet demands for analysis, projection data, and adjustments to modeling to reflect new system priorities, structures, and approaches These tasks frequently result in assumptions that are input into the EHCPM.

As part of our market research effort, we are seeking input from industry to identify the ability of the commercial market to fulfill potential requirements.

Thank you for your participation.
