About this opportunity
The Department of Veterans Affairs, North Texas VA Health Care System seeks a Service-Disabled Veteran-Owned Small Business contractor to provide comprehensive durable medical equipment services, with proposals due August 25, 2026 at 10:00 AM Central Time. This is a 100% SDVOSB set-aside foreclosing competition outside that pool.
Place of performance is 4500 S Lancaster Road, Dallas, Texas 75216, serving the North Texas service area across five geographic zones spanning 39 Texas counties and approximately 10,431 current VA beneficiaries. The NAICS code is 621610 (Home Health Care Services); PSC is Q999.
The contract is a firm-fixed-unit-price Requirements Contract for base year September 1, 2026 through August 31, 2027, plus four option years through August 31, 2031. Total contract ceiling is $6,500,000 across all periods (not guaranteed). Services include receipt, delivery, setup/installation, pickup, storage, cleaning, disinfecting, authorized repairs, preventive maintenance, patient and caregiver education, home safety assessments, and inventory management of VA-owned equipment.
Routine services must be completed within 48 hours of order receipt. Emergency services designated by VA personnel must be completed within 4 clock hours for Zone A or 12 clock hours for Zones B–E, measured continuously including after-hours and weekends. The contractor must maintain 24-hour emergency contact capability, provide secure climate-controlled storage not exceeding 2,500 square feet at no additional cost, maintain current Joint Commission Home Care accreditation or equivalent, and carry minimum $100,000 property damage insurance. Invoices are submitted monthly via the Tungsten Network electronic system.
Proposals must include signed documents, a technical volume addressing facility compliance, delivery/pickup procedures, infection control, repair/maintenance capabilities, inventory management, patient education, personnel qualifications, and insurance/safety requirements, plus past performance references and a firm-fixed unit price schedule. Evaluation prioritizes technical capability and past performance significantly over price, with award to the responsive and responsible SDVOSB offering best value to the Government. Service Contract Act prevailing wage determinations apply across multiple Texas counties in the service area.
