Federal Contract Solicitation Summary
This is a solicitation package for Durable Medical Equipment (DME) services for the North Texas VA Health Care System (NTXVHCS). The solicitation, numbered 36C25726Q0676, is issued as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, requiring vendors to be registered in SAM.gov under NAICS 621610 and certified through the SBA Veteran Small Business Certification (VetCert) system. Quotations were due August 25, 2026, at 10:00 AM CST, submitted to Jennifer Stringer, Senior Contract Specialist/Contracting Officer at the Network Contracting Office (NCO) 17 in Temple, Texas. The contract is a requirements-based, firm-fixed-unit-price agreement with a base period and four option years, with an aggregate maximum of $6,500,000 across all periods (not guaranteed).
The contractor shall provide comprehensive DME services including delivery, setup/installation, pickup, storage, cleaning/disinfecting, authorized repairs, preventive maintenance, patient/caregiver instruction, home safety checks, and inventory management throughout the NTXVHCS service area spanning five geographic zones with approximately 10,431 current patients. Services must comply with current Joint Commission Home Care standards. Routine services must be completed within 48 hours of order receipt; Emergency services designated by VA personnel must be completed within 4 clock hours for Zone A or 12 clock hours for Zones B-E, measured continuously including after-hours and weekends. The contractor must maintain 24-hour emergency contact capability, provide monthly inventory reports and weekly status updates, maintain compliant storage for up to 2,500 square feet of VA-owned equipment at no additional cost for space beyond that threshold, and carry minimum $100,000 property damage insurance. Proposals must be submitted in three volumes: signed documents (cover letter, SF 1449, amendment acknowledgments), technical proposal addressing facility compliance, delivery/pickup procedures, infection control, repair/maintenance capabilities, inventory management, patient education, personnel qualifications, and insurance/safety requirements, plus past performance references; and a completed price/cost schedule with firm-fixed unit prices for all priced sub-CLINs. Evaluation will prioritize technical capability and past performance significantly over price, with award to the responsive and responsible SDVOSB offering best value to the Government.

Technical Questions—SET 1
1. Labor Rate Question
Question: For Labor rates, the solicitation includes an hourly labor CLIN. Please clarify the minimum billable increment. Is labor billable only in one-hour increments or may contractors invoice for small increments (e.g., 15-minute, 30-minute increments)? If labor exceeds one hour (e.g., 1 hour and 10 minutes), how should the additional time be billed?
Answer:
Technical and Non-Technical Labor shall be billed in 0.25-hour increments, with a minimum billable increment of 0.25 hour for each separately authorized repair or assessment service event. After the initial 0.25 hour, any fraction of a 0.25-hour increment shall be rounded up to the next 0.25 hour.
Examples:
• 1 hour and 10 minutes is billed as 1.25 hours.
• 1 hour and 20 minutes is billed as 1.50 hours.
• 1 hour and 31 minutes is billed as 1.75 hours.
The applicable firm-fixed hourly Technical or Non-Technical Labor rate shall be multiplied by the billable labor hours. Preventive maintenance shall be billed only under the Preventive Maintenance CLIN and shall not be billed under a labor CLIN. Travel time is not billable labor unless expressly authorized in writing by the Contracting Officer. Mileage, when applicable, is billed separately under the Mileage Beyond 50 Miles CLIN.
Each invoice and supporting service record shall identify the applicable CLIN, purchase order number, equipment serviced, technician or service person, service date, arrival and departure times, actual labor time, billable labor time, labor category, unit rate, description of work, parts/materials when applicable, and required VA authorization.

2. Labor Rate Question
Question: Please clarify how labor hours are calculated for invoicing purposes. Specifically, when does the billable labor begin (e.g., when technician departs the designated point of origin or when technician arrives at the veteran’s home)? When does billable labor end?
Answer:
Billable Technical or Non-Technical Labor begins when the qualified service person arrives at the authorized service location and begins the authorized work. It ends when the authorized work is complete and the person departs that location.
Travel, dispatch, waiting time, routine administrative time, and work already included in another priced CLIN are not billable labor unless expressly authorized in writing by the Contracting Officer. Arrival time, departure time, actual labor time, and billable labor time shall be documented in the invoice support.
3. Mileage Calculation
Question: Section 5.2.4 states that mileage shall be paid “for one way only”. Please confirm that the Government intends to reimburse only one-way mileage from the designated point of origin to the delivery location and that no reimbursement will be made for the technicians return travel.
Answer:
Yes. Mileage is reimbursable one way only, from the official point of origin to the authorized service location, less the first 50 miles. Return mileage is not reimbursable.
For a consolidated route, the contractor shall bill one mileage amount for the route, calculated to the last/furthest authorized service location, less the first 50 miles. The contractor shall not bill mileage separately for every stop on the same route.
Source reference: RFP 36C25726Q0676 and Answers to Questions Page 36, Set 3 Q.11
4. Mileage Calculation
Question: Section 5.2.1 states that mileage shall be based on a flat rate per mile for travel exceeding 50 miles, but notes that return-trip mileage is non-reimbursable.
1. Please clarify if offerors are expected to propose a Firm-Fixed unit price per mile, or if reimbursement is strictly capped at the current Federal Travel Regulation (FTR) rate. [1]
2. If offerors may propose an independent unit price, can this rate exceed the FTR rate to allow vendors to recover the uncompensated operational and fuel costs associated with the mandatory return trip?
Answer. Offerors shall propose a firm-fixed unit price per reimbursable mile under the Mileage Beyond 50 Miles CLIN. The solicitation does not adopt the Federal Travel Regulation mileage rate as a reimbursement cap.
The offered rate shall include all contractor costs associated with the mileage service described in the Price/Cost Schedule and will be evaluated for completeness, fairness, reasonableness, internal consistency, and balance.
Source reference: RFP 36C25726Q0676 Section 5.2.1 and Answers to Questions
5. CLIN Question
Question: Please confirm if CLIN 0001, which has a quantity of 1 and a unit of “job”, should be priced.
Answer. No. Parent CLIN 0001, and the corresponding parent CLINs for the option periods, are administrative identifiers. Offerors shall enter NSP—Not Separately Priced in the Unit Price and Amount fields.
Offerors shall provide firm-fixed unit prices only for the priced service sub-CLINs. Parent CLINs will not be funded, ordered, invoiced, or evaluated as separately priced line items.

Technical Questions—SET 2
Technical Questions
1. Evaluated Price, Grand Total, and Contract Ceiling
Question. The revised Price/Cost Schedule provides a quantity of 1 for each service sub-CLIN, while the solicitation establishes a $6,500,000 aggregate ceiling for the base and all option periods and states that Price will be evaluated for fairness, reasonableness, and completeness. Please clarify how VA will calculate the evaluated price and the Grand Total for award purposes. Specifically, will VA evaluate the sum of one unit of each priced sub-CLIN for each contract year, apply Government-estimated quantities or usage weights not shown in the schedule, or use another methodology? Please also clarify how offerors should demonstrate that their quotation complies with the $6,500,000 aggregate contract ceiling.
Source creating the question: Amendment 0001, Revised Price/Cost Schedule, pp. 2-16; Revised E.12, pp. 81-83; Revised PWS §§1.6 and 2.3, pp. 47 and 49.
Why this is important: A common evaluation methodology is necessary for offerors to complete the revised schedule consistently and for VA to compare quotations on an equivalent basis.
Answer. The Government will not calculate a Total Evaluated Price or Grand Total for award purposes by summing one unit of each priced sub-CLIN, applying estimated quantities, or applying usage weights not disclosed in the solicitation.
The Government will evaluate each proposed firm-fixed unit price for completeness, fairness, reasonableness, internal consistency, and balance in relation to the PWS and Price/Cost Schedule. The Government may use price analysis, including comparison among quotations, comparison to market research, comparison to relevant Government data, and comparison to the IGCE, as appropriate.
Because the Government does not have a reasonable basis to establish estimated quantities for every service category, it will not apply undisclosed quantities or weights to calculate an aggregate evaluated price. Offerors shall propose a firm-fixed unit price for every priced sub-CLIN for the base period and each option period.
The $6,500,000 amount is the aggregate maximum ordering authority for the base period and all option periods. It is not a guaranteed amount, an evaluated aggregate price, or an amount that offerors must demonstrate through a roll-up calculation. The Government will not issue orders that would cause the aggregate value of orders to exceed $6,500,000 unless the contract is modified in writing by the Contracting Officer.
A quotation may be found unacceptable if pricing is incomplete, unbalanced, unreasonable, internally inconsistent, or otherwise unacceptable under the solicitation.
2. Parent Annual CLIN Pricing
Question. The revised Price/Cost Schedule includes parent annual CLINs 0001, 1001, 2001, 3001, and 4001, each with a quantity of 1 and unit 'JB,' in addition to the separately priced service sub-CLINs.
VA's prior answers state that the annual CLINs are administrative identifiers and do not represent annual lump-sum pricing. Please confirm whether offerors should leave the Unit Price and Amount fields for the parent annual CLINs blank, enter $0.00, or enter a roll-up amount derived from the sub- CLINs.
Source creating the question: Amendment 0001, Revised Price/Cost Schedule, pp. 2, 5, 8, 10 and 13; Technical Questions w/Answers, pp. 41-44; Revised E.2, pp. 79-81.
Why this is important: This clarification will prevent double counting or an unintended omission in Volume III and will reduce the risk that otherwise responsive quotations are formatted differently.
Answer:
Offerors shall enter NSP—Not Separately Priced in the Unit Price and Amount fields for parent CLINs 0001, 1001, 2001, 3001, and 4001.
Offerors shall not leave the fields blank, enter $0.00, or enter a roll-up amount derived from the service sub-CLINs.
