About this opportunity
The Department of Veterans Affairs Strategic Acquisition Center Frederick anticipates issuing a solicitation for Medical Disability Examinations-Next Generation (MDE-NG) services in November 2026, with a final solicitation expected two to six weeks after this pre-solicitation notice. The VA is conducting a draft RFP review period and inviting industry feedback by October 26, 2026, at 4:00 p.m. Eastern Time.
This is an unrestricted, full-and-open IDIQ procurement structured as two to four contracts per service group across six geographic regions: Northeast, Southeast, Midwest, Pacific, Pre-Discharge/IDES/BDD, and International/U.S. Territories. The contract period runs from July 1, 2027, through June 30, 2032 (12-month base plus four 12-month option periods). Each contract carries a minimum guaranteed value of $3.5 million, with a shared ceiling of $40 billion across all MDE-NG contracts.
The scope includes performing medical disability examinations for veterans and active-duty service members, scheduling appointments, operating secure IT portals, reimbursing claimant travel and special transportation costs, authorizing examiner travel, facilitating Veterans Claims Clinics and Mobile Medical Units, and administering contract operations. Contractors must establish examiner networks, develop VA-integrated IT systems with Authority to Operate certification, complete ramp-up within one year, and maintain compliance with Disability Benefits Questionnaire standards, facility requirements, examiner credentialing, and quality assurance metrics.
Compensation is hybrid: Firm-Fixed-Price per examination scheduling request for core examination work, plus Time-and-Materials reimbursement for travel and transportation costs.
Feedback on the draft RFP must be submitted via the provided template through SAM.gov to Lindi.Sylvester@va.gov and Zachery.Minns@va.gov by October 26, 2026. Respondents should reference prior notice 36C10X26R0042 for the draft Performance Work Statement and related acquisition documentation.
