About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center Frederick intends to solicit a competitive IDIQ contract for Medical Disability Examinations-Next Generation (MDE-NG) medical disability examination services, with industry feedback on the draft Performance Work Statement due by August 12, 2026. No active solicitation has been issued; this presolicitation notice released under Revolutionary FAR Overhaul 15.101(b) provides advance market engagement and a draft PWS for voluntary industry comment prior to formal RFP release. The contract is unclassified as to set-aside.

Performance spans four geographic regions (Northeast, Southeast, Midwest, and Pacific) covering all United States states and territories, plus over 35 international countries across three continents including Australia, Canada, Japan, and the United Kingdom. Contractors must establish examination management systems interfacing with VA's Veterans Benefits Management System (VBMS), develop networks of qualified medical examiners (including board-certified specialists for audiological, dental, ophthalmological, and psychological examinations), and conduct examinations in in-person, telehealth, and records-based review modalities. Systems must achieve Authority to Operate (ATO) certification and pass user acceptance testing within one year of award.

Volume projections range from approximately 5 million to 9.6 million examination scheduling requests annually across service groups for calendar years 2027–2031. Contractors must accept full workload within one year of award (30 days for incumbent contractors) and comply with Section 508 accessibility, HIPAA, FISMA, and VA security requirements. Examination types span 18 medical specialties including musculoskeletal, neurological, psychological, cardiovascular, and respiratory conditions. The contracting office point of contact is Contract Specialist Lindi Sylvester (lindi.sylvester@va.gov).
