About this file

This is a draft handbook for the Medical Disability Examination Office (MDEO) that provides contractors with guidance on conducting medical disability examinations for the Department of Veterans Affairs. The handbook establishes a practical framework for performing evaluations that are accurate, consistent, and compliant with applicable standards, covering principles, expectations, and best practices related to clinical assessment, documentation, and professional conduct. The MDEO operates through five primary teams: Acquisitions & Budget, Training and Clinical Insight, Examination Compliance & Assessment, Exam Operations & Analytics, and Examination Infrastructure & Integration, each contributing specialized expertise to contract oversight and administration.

The handbook delineates operational jurisdictions across four regions: Region 1 (Northeast) covering 15 states and territories, Region 2 (Southeast) covering 13 states, Region 3 (Midwest) covering 11 states, and Region 4 (Pacific) covering 12 states and territories. Disability examinations, including Compensation and Pension (C&P), BDD, and IDES claims, must be performed across an extensive list of international locations spanning three continents, including Australia, Canada, Japan, United Kingdom, and over 35 additional countries and U.S. territories. The handbook references applicable regulatory documents contractors must follow, including VA Directives 6500, 6300, and 0730; Health Insurance Portability and Accountability Act (HIPAA) requirements; Privacy Act provisions; Veterans Health Administration Directives; occupational safety standards; and the DELIVER Act of 2020. This document is a SAMPLE DRAFT and is part of the MDE-NG pre-solicitation process with no formal solicitation or award occurring at this time.
