About this opportunity

The Naval Medical Research Command intends to award a sole source contract to Radiometer America, Inc. for the purchase of an ABL90 Flex Plus Analyzer with a comprehensive service agreement. This Special Notice, posted on July 22, 2025, announces the Navy's intent to procure a blood gas analyzer valued at approximately $15,000-$20,000 under FAR Part 12 Commercial Items guidelines. The procurement is classified under NAICS code 334516 and will support medical research operations at the Naval Medical Research Unit San Antonio (NAMRU-SA). While this is not a request for competitive proposals, the government will consider all responses from interested parties. The equipment will be delivered to JBSA San Antonio, Texas, to support critical medical research protocols.

The primary objective of this procurement is to acquire a specialized blood gas analyzer capable of delivering test results within 35 seconds on up to 19 vital parameters using only 65μl of blood, specifically to support trauma and controlled-hemorrhagic shock research protocols. The analyzer must include continuous automatic quality management and will come with a comprehensive one-year on-site service contract covering 24/7 phone support, remote connectivity, annual performance reports, and onsite maintenance Monday through Friday. Contractors interested in responding must be registered in the System for Award Management (SAM) and possess a Unique Entity Identification Number (UEI), as no awards can be made to unregistered vendors. The response deadline is August 5, 2025, and the justification for sole source procurement is based on Radiometer America being the exclusive manufacturer of the required ABL Flex Plus analyzer and its specific cartridges. This procurement will enhance NAMRU-SA's research capabilities by enabling rapid, accurate blood gas analysis to assess patient damage severity and guide treatment interventions in surgical research projects.
