NAVAL MEDICAL RESEARCH UNIT SAN ANTONIO

PERFORMANCE WORK STATEMENT

Date: December 17, 2024

Service Agreement for Purchase of ABL90 Flex Plus Analyzer

1. Scope of Work

The Naval Medical Research Unit San Antonio (NAMRU-SA) requires, via this SOW, a vendor to provide an instrument that will allow NAMRU-SA to take serial ABG measurements during protocols to better assess effective fluid resuscitation as well as determine whether further intervention is needed following a traumatic injury. The ABL Flex Plus analyzer delivers test results in just 35 seconds on up to 17 vital parameters (blood gases, electrolytes, metabolites, and co-oximetry) while using as little as 65ul of blood sample. Additionally, the equipment will include an on-site service contract to cover the warranty while service and repairs will be conducted on-site with an annual preventive maintenance and recalibration.

2. Definitions and Terms ABG – Arterial Blood Gas

3. Support Requirements The requirement is a single-award contract for a blood gas analyzer manufactured by Radiometer America Inc., designed to quickly provide results on a variety of critical care parameters like blood gases, electrolytes, metabolites, and co-oximetry. The instrument will have continuous automatic quality management (AQM) to ensure accuracy and reliability and offer on screen instructions for operation and maintenance. It will deliver test results within 35 seconds on up to 19 vital parameters using only 65ul of blood for analysis. Additionally, the equipment will include an on-site service contract to cover the one-year initial warranty, of which service includes, - 24/7 phone support, analyzer updates, remote support connection, annual analyzer performance reports, service parts, onsite coverage Mon - Fri, 8am - 5pm, annual onsite PM visits. Long term maintenance contracts will be explored at a later date. Due to the number of time points required for each protocol, an additional blood analyzer would help advance the number of samples that can be analyzed and improve productivity.

4. Additional Requirements/Qualifications The equipment must operate within factory specifications in order to maintain consistency in research data. Furthermore, it is preferred that the vendor have previous experience working with the Navy and Department of Defense laboratories. The vendor will supply a service report detailing each preventive maintenance procedure performed, as well as service reports related to on-site service calls, as needed, upon completion of work.
