About this opportunity
The Air Force Test Center at Eglin Air Force Base, Florida is seeking to purchase and install power transformers to replace 37 enclosed medium power transformers (15 kVA, 1 phase, 480V primary/120/240V secondary) and 13 light switches for aircraft sunshade structures across multiple buildings' parking aprons. This procurement follows Federal Acquisition Regulation Parts 12 and 13 for commercial items and simplified acquisition procedures, with contractors required to complete the work within 60 days of contract award while maintaining active aircraft operations and adhering to strict flight line safety protocols including Foreign Object Debris prevention and Airfield Driver training. The award will be made to the lowest-priced, responsible offeror whose proposal meets all technical requirements, with evaluation conducted under FAR 13.106-2(b) focusing on minimum technical compliance rather than best value. A non-mandatory site visit was scheduled for May 21, 2025, questions were due by May 29, 2025, and offers must be submitted by June 5, 2025 at 12:00 PM Central Standard Time.
This procurement is designated as a 100% Small Business set-aside under NAICS code 334416 (Capacitor, Resistor, Coil, Transformer, and Other Inductor Manufacturing) with a size standard of 550 employees, though no current incumbents are identified in the documentation. The solicitation does not specify a contract value or budget range, requiring only one unit (Qty 1 Each) under a firm-fixed price purchase order structure, with contractors expected to provide comprehensive quotes for the complete transformer replacement project. Work will be performed at Eglin Air Force Base, Florida, specifically at aircraft parking aprons across multiple buildings, with contractors permitted to work on 7-10 sunshades simultaneously while coordinating closely with government representatives to ensure minimal disruption to active aircraft operations. Offerors must be registered in the System for Award Management (SAM) database and Wide Area Work Flow for electronic payment processing, with base access requiring REAL ID compliance effective May 7, 2025.
