33 FW West Ramp Aircraft Sunshade Electrical
EGLIN AFB, FLORIDA
18 March 2025
1. GENERAL INTENTION:
The purpose of this section is to provide the Contractor with a Scope of Work (SOW) for the above-mentioned project. The provisions of this section apply to this specific task order only, and all parties shall ensure that they, their personnel and subcontractors completely understand these provisions before developing the detailed SOW and commencing work. These provisions are for the purpose of general information only and are not intended to completely describe the regulations and restrictions that apply on Eglin AFB. The Contractors proposal shall be submitted via previously prescribed methods.
2. GENERAL DESCRIPTION:
2.1. The project is located at Eglin AFB, 33rd Fighter Wing Area, AF aircraft parking apron in front of buildings 1412, 1417, 1345, and 1343. There are 50 sunshades on the AF parking apron in front of buildings 1417, 1343, and 1345. There are 29 sunshades on the parking apron in front of building 1412.
The Contractor is required to furnish all materials, equipment, plant, labor, and personnel necessary to design, manage, and accomplish this task order in accordance with the contract requirements unless otherwise noted in this SOW.
2.2. The contractor shall perform all survey and design work required to determine the full amount of actual work and materials required for this requirement. All work shall be completed IAW appropriate manufacturer specifications. The contractor shall field verify all existing conditions prior to beginning any work and shall immediately notify the Government POC of any discrepancies not already identified herein. Failure to do so indicates the contractor accepts the conditions as they exist and shall perform the work to bring each sunshade to the original manufacturer’s specifications required.
2.3. Contractors must provide adequate documentation and explanation of their recommended installation plan or strategy, as well as pricing and specifications of equipment intended to be installed in their quote. Contractors must meet airfield requirements set forth with Unified Facilities Criteria (UFC) 3- 260-01, Appendix B Section 14, Construction Phasing Plan and Operational Safety on Airfields during Construction. While this requirement is not a construction project, the contractor must abide by the guidance in the UFC pertaining to this requirement.
2.4. All contractor employee drivers shall obtain an Airfield Drivers training from hosting agency prior to on-site work starting. Contact Eglin Airfield Management Operations, (850) 882-5732 or 5313, for airfield driving training questions or requirements.
2.5. All contractor employees shall meet all flight line safety, FOD (Foreign Object Damage) prevention procedures while working on the flight line. Each contractor employee working on the flight line shall have double hearing protection to protect themselves from noise during aircraft operations.
2.6. A work shall comply with appropriate NEC requirements.
2.7. Contractor shall ensure all work is done in compliance with OSHA standards.
2.8. Only company owned/labeled vehicles are allowed on site.
2.9. Aircraft operations will occur during the entirety of the sunshade work. The contractor will only have access to only a portion of the 50 sunshades on the west apron and/or 29 sunshades on the east apron at one time. The minimum will be seven sunshades and the maximum will be 10 sunshades. The exact number will be coordinated at the pre-performance conference before the commencement of work.
The 33 FW and associated units using the aircraft parking apron for daily operations will provide escorts during all periods of work for the contractor’s personnel working on the aircraft parking apron restricted area.
2.10. Contractor is responsible for their safety Lock out Tag out of the main breakers that feed the circuit they will be working on.
3. SCOPE OF WORK:
Provide materials, labor, and equipment to repair 33 FW aircraft sunshade electrical circuits as follows.
3.1. Replace 37 Enclosed medium power transformers. Transformers are mounted to steel pipes approx.
4 feet off the ground. The transformers shall be rated 15 kVA, 1 phase 480 primary voltage, 120/240V secondary voltage. Max Amps 70.
3.2. Replace 13 “On – Off – Auto” light switches
4. SPECIAL INSTRUCTIONS:
4.1. The contractor will be required to maintain the cleanliness of all work areas at all times during progression of work in order to alleviate foreign object debris (FOD). The contractor will be required to remove all materials and equipment to a safe distance from aircraft parking area at the close of each day's work or be securely stored under the sunshades that are being worked on. This distance will be determined by the AGR (Authorized Government Representative) in coordination with Airfield Management. The contractor will not be allowed to stockpile any materials or store any equipment within the airfield primary surfaces or parking apron unless approved by the Airfield Manager and coordinated with the AGR. Designated areas will be provided by Airfield Manager and coordinated with the AGR. FOD inspections shall be conducted at the end of each work day by contractor and government personnel serving as contractor escorts.
4.2. There may be periods of time when the contractor, due to declared aircraft emergencies, will be required to vacate the work site and move their personnel and equipment a distance of several hundred feet away from the work site. Such removals, when ordered, will be given on short notice and expeditious action will be required.
4.3. The contractor shall comply with Air Force safety standards during weather warnings. Upon receipt by the AGR of a severe weather warning, the AGR will notify the contractor of weather and will instruct the contractor to secure all materials and equipment. The contractor will immediately secure, remove, or protect the materials and equipment to the satisfaction of the AGR. If the contractor fails or refuses to secure, remove, or protect the materials and equipment to the satisfaction of the AGR, the work will be performed by the Government and the cost thereof charged to the contractor.
4.4. Flight line photography. Requests to take photos on the Eglin flightline shall be coordinated with the Government AGR. No photography is authorized on the Eglin flightline without prior coordination.
5. ADDITIONAL REQUIREMENTS:
5.1. The contractor shall provide a tentative schedule with their proposal which will be finalized and become the performance schedule prior to the start of period of performance. The schedule will show the proposed timeline of work with assumption that the project is to commence within 60 days of contract award. The contractor shall provide the Contracting Office a revised schedule incorporating the phasing plan (see section 1.2.3) after attendance of the pre-performance conference and before on-site performance may begin. If schedule deviations are encountered during the period of performance, contractor shall provide a revised schedule to the Contracting Office as soon as these deviations are identified.
5.2. The areas the contractor is working is an active flight line. All precautions shall be made to minimize the possibility of lost materials being deposited around the work areas and the active flight line.
At the start of each workday, the contractor shall communicate with one of the identified inspector(s) and identify the work they will be performing prior to beginning work. At the end of each workday, the contractor shall conduct a Foreign Object Debris (FOD) inspection and secure any FOD found in the work areas. The contractor shall report any FOD identified/secured to one of the identified inspector(s) and confirm a FOD inspection had been completed.
5.3. The contractor must put up low profile, illuminated airport barricades or traffic cones centered at the entrance and exit of each sunshade in accordance with UFC 3-260-04, paragraph 8-5.3 and Figure 8-
4. The contractor is responsible for obtaining these barricades or cones, and lights for the duration of this project.
5.4. The Contractor shall comply with UFC 3-260-01, Appendix B section 14 “Construction phasing plan and operational safety on airfields during construction”
5.5. The Contractor shall comply with all applicable guidance in the Eglin Master Safety Appendix C

5.6. Designated staging areas to store materials and locate construction dumpsters will be finalized at the pre-performance conference.
5.6.1. Dumpster(s) will not be allowed on the active flight line nor on any of the parking spots.
