About this file
This document is a set of questions and answers (Q&A) for a federal contract opportunity (Solicitation Number FA282325Q3007) to purchase and install power transformers at Eglin Air Force Base. The Q&A provides detailed clarifications about the project, including key technical specifications: the transformers are dry-type NEMA 3R units, with contractors required to verify existing configuration and frequency. Specific guidance includes reusing existing wiring and conduits unless there are safety or code concerns, replacing only original GE-style transformers, and having flexibility in surge protector replacement.
The document indicates the project involves replacing transformers for sunshade structures, with a site visit scheduled for 21 May 2025 and offers due by 05 June 2025. The procurement is a 100% small business set-aside under Federal Acquisition Regulation Parts 12 and 13, with award going to the lowest-priced, responsible offeror meeting technical requirements. Contractors must be registered in the SAM database, comply with REAL ID requirements for base access, and can include a bid option for surge protector replacement if funds are available.

FA282325Q3007 PURCHASE AND INSTALL POWER TRANSFORMERS
Questions and answers
Added 6/03/2025
Q: Is it mandatory to replace the existing wiring and conduit, or can they be reused if in good condition?
A: up to the contractor, not required.
Q: Where is the designated area for the contractor to store tools and materials during the project?
A: Staging area can be near or at the sunshades as long as all items are secured and do not pose as a FOD hazzard.
Q: Are there any brand preferences or restrictions for the transformers to be supplied?
A: No preferences as long as they meet the same specs as existing.
Q: Are both the transformers and their enclosures required to be replaced, or can existing components be reused if compliant?
A: existing can be reused. Transformers are the only part that needs replaced.
Q: Is there a target budget or estimated price range established for this project?
A: I don’t believe I’m allowed to discuss budget.
Q: Are there any electrical drawings or plans available to share?
A: See attached Attachments 1-8.
Q: Is it required to replace all TVSS/surge suppressors?
A: Not required, can utilize existing.
Q; There seem to be several configurations in place. For example one transformer/panel may feed one sunshade but another may feed two or three. Another site visit would be needed to complete a thorough assessment of each panel/transformer. This would require at least one day and perhaps several depending on flight operations/accessibility.
A: Should be one transformer to two sunshades.
Q: I noticed some of the insulation on the wire feeding one of these panels is degraded and cracked. An assessment of all the wiring is needed to be sure the condition of the insulation is acceptable. Pulling in new wire if needed would add considerable cost and time to the project.
A: This is at the contractors discretion. Quote what is needed to get a turn key product.
Q: Per the general instructions section 2.10, a drawing of the current layout showing the location of each panel feeding the sunshades would be needed to be able to lock out the correct breakers.
A: All Available drawings are attached (Attachments 1-8)
Q: Section 3.2 – replace on-off-auto switches – These are comprised of a 3 position maintained selector switch, a photo cell, and a contactor to control lighting. An assessment of all of these should be done to identify exactly which components are faulty and need to be replaced.
A: Only replace the pre identified (prior to construction) bad switches
Q: One of the panels mounted out there now appears to be a NEMA 3-R, 1-phase, residential load center. I’d suggest an industrial/commercial minimum NEMA 3-R Panelboard in all locations given the environment. A NEMA 4X enclosure would be best for corrosion resistance but considerably more expensive.
A: Two of the transformers were replace recently by local CE shops. Those two are not in the scope of work. All other transformers are original and are to be replaced. NEMA 3-R is acceptable
Q: Can the AF provide One-Line Diagrams for the sunshade structures?
A: All available electrical drawings are attached (Attachments 1-8).
Q: 3. SCOPE OF WORK states requirement is to repair existing branch wiring. To what extent are we replacing/repairing electrical circuits? Are we simply disconnecting existing primary/secondary conduits and conductors and reconnecting same or all new?
A: Reconnecting the same is allowable unless there is a code or safety concern.
Q: What is the condition of the flexible connections? UV/Ambient conditions may require all new flexible LT conduits and connectors. What about the electrical wiring from the XFMR to the Sunshade equipment connection? What about wiring from the source distribution equipment to the XFMR’s?
A: All existing wiring and conduits is to be reused and is considered in serviceable condition. If there is a safety or code concern and replacement is needed it would have to be moded into the contract.
Q: Are the means of disconnecting service currently installed for each Transformer? If not, are we adding this and/or other components to meet FL NEC 2020 codes?
A: Contractor to verify.
Q: Are we required to provide an electrical design? Are we required to provide Arc Flash labeling?
A: Contractor to meet all applicable codes and regulations. No design required.
Q: Unfortunately, we were just made aware of this project, and I see that the site visit has come and gone, is there anyway to still access site. Or were pictures taken of the dry type transformers/mounting and or auto light switches that can be shared.
A:
Q: Are we only changing the old GE style transformers and are all of the transformers needing replacement the same?
A: Yes and yes
Q: Are we able to confirm where these transformers are fed from?
A: Yes. Local CE can assist in the identification of all feeds and cutoffs
Q: Will we be sable to drive to each of these locations?
A: Yes as long as you meet the FL drivers requirements laid out in the SOW.
Q: Would you like us to price replacing the surge protectors as well?
A: Primary; Transformers only. A bid option for the surge protectors if desired can be included. If funds are available then it would be a consideration.
Q: Can you send us pictures of the existing electrical system that is going to be replaced.
A: yes
Added 5/19/2025 Q: We have been contacting relevant vendors for this project. We received a query from one of them, asking if you have a nameplate picture or additional information on the transformers they currently have installed and whether they are dry type 3R units?
A: They are DRY type
Q: Can you please give me the following information about the install and purchase of sunshade transformer so I can give you authentic quote.
• Frequency: (e.g., 50Hz, 60Hz) A: same as existing, Contractor to verify
• Configuration: (e.g., Isolation, Autotransformer) A: same as existing, Contractor to verify
• Enclosure: Specific NEMA type (e.g., NEMA 3R) A: NEMA 3R
