About this opportunity
The Court Services and Offender Supervision Agency seeks a cloud-based public safety data analytics platform and support services via firm-fixed-price purchase order, with quotations due July 14, 2026, at 12:00 PM Eastern Daylight Time. This is a 100% small business set-aside. FedRAMP Moderate Authorization is a mandatory gate criterion; failure to hold current FedRAMP Moderate ATO at submission time results in elimination.
Place of performance is Washington, DC. The platform must integrate CSOSA's SMART 21 case management system and SharePoint Data Library with external law enforcement feeds from the Metropolitan Police Department, Prince George's County Police Department, Alexandria Police Department, and Fairfax County Police Department in near real time. Required functional capabilities include dynamic data modeling, universal search across six disparate sources, granular role-based access control, real-time alerting, auditable deduplication, automated reporting, phishing-resistant multi-factor authentication via SAML 2.0 or OIDC, and full iOS and Android functionality via Microsoft Intune. The platform must maintain 99.9% availability with 24x7x365 automated monitoring, monthly vulnerability scans with 30-day remediation for High severity issues and 90-day for Moderate, and annual third-party security assessments. Compliance is required with NIST SP 800-53 Moderate Baseline, CJIS Security Policy v5.9, and Section 508 accessibility standards.
All data must reside exclusively within continental U.S. GovCloud or equivalent CJIS-compliant data centers, with all personnel having physical or logical access being U.S. Persons per 22 CFR 120.15. The contractor must provide one on-site full-time technical analyst for 36 months performing minimum 1,920 productive hours annually, with minimum three years of Criminal Justice Data Modeling experience. Contractor personnel require CSOSA security clearances (baseline background investigation through DCSA).
The contract period is 36 months from award, anticipated by September 30, 2026. NAICS code is 513210, Software Publishers; PSC is DA01. Evaluation uses a best-value approach weighing technical approach (most important non-price factor), relevant project experience in public safety analytics within three years, past performance, management and support capabilities including Service Level Agreements and U.S.-based CJIS-compliant support infrastructure, and data transition/exit planning with confirmed Government data ownership and NIST SP 800-88 sanitization compliance. Non-price factors collectively outweigh price. Offerors must provide a 90-minute recorded or live technical demonstration. Amendments 0001, 0002, and 0003 added revised Sections L and M, replaced the Statement of Work, specified Commercial Umbrella Liability insurance of five million dollars per occurrence and five million dollars annual aggregate on a follow-form basis, and added FAR 52.245-1 and FAR 52.245-9. Contracting Officer is Cathy Collins at 202.220.5354 or catherine.collins@csosa.gov.
