This is a Statement of Work (SOW) for Solicitation 9594CS26R0004 issued by the Court Services and Offender Supervision Agency (CSOSA), a federal executive branch agency responsible for offender supervision in the District of Columbia.

CSOSA requires a Software-as-a-Service (SaaS) public safety data analytics platform to integrate internal case management data with external law enforcement feeds in near real-time, enhancing operational efficiency and management decision-making capabilities. The platform must be FedRAMP Moderate Authorized to Operate (ATO) for the contract duration and compliant with NIST SP 800-53 Moderate Baseline, Criminal Justice Information Services (CJIS) Security Policy v5.9, and Section 508 of the Rehabilitation Act. Key functional requirements include dynamic data modeling, universal search across multiple disparate sources (SMART 21 case management system, SharePoint Data Library, and external law enforcement partners including MPD, PGPD, APD, and FCPD), secure collaboration with granular access control, real-time alerting, auditable deduplication, Multi-Factor Authentication integration with phishing-resistant capabilities, and full functionality on iOS and Android government devices. The platform must maintain 99.9% availability with 24x7x365 automated monitoring, vulnerability management (monthly scans with 30-day remediation for High vulnerabilities and 90-day for Moderate), and incident response protocols.

The contractor must provide one on-site full-time technical analyst for 36 months performing minimum 1,920 productive hours annually, with three years of Criminal Justice Data Modeling experience. The analyst will integrate SMART 21 and SharePoint into the platform, configure mobile device connectivity, develop workflows and dashboards, set up real-time alerting, and integrate two external data sources identified by CSOSA. The contractor must deliver comprehensive technical documentation (System Architecture Diagram, Interface Control Document, Data Dictionary, and Administrator Guide), provide tiered training (Administrator, Power User, and End User classes—both virtual and on-site in Washington, DC), maintain the platform with preventative, corrective, and adaptive maintenance, and provide 24x7x365 U.S.-based technical support with monthly uptime reports. All data must reside within continental United States GovCloud or equivalent CJIS-compliant data centers with all personnel having physical or logical access being U.S. Persons per 22 CFR § 120.15. The contract period is 36 months from award, with deliverables including the Project Management Plan (60 days), System Security Plan (75 days), platform deployment, integration tasks, training materials, and technical documentation due at specified intervals. Upon contract expiration, the contractor must deliver all Agency data in machine-readable, non-proprietary formats with cryptographic checksums within 10 calendar days and provide a notarized Certificate of Destruction within 10 days of data purge, all at no additional cost to the Government.

Parole Commission. CSOSA's mission is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community.

C.1.2 The Office of Information Technology is responsible for providing information technology services to support the mission requirements of CSOSA. Organizational functions include a wide range of information technology products and services including the Agency’s case management system, other supporting applications, networking and telecommunication, management of operational technologies, software engineering, web technology, helpdesk, desktop support and information assurance/security.

C.2 Project Objectives. The project objectives are to:

C.2.1 Eliminate stove pipe data and enabling the effective use of all available data sources by integrating internal Case Management data with external law enforcement feeds in near real time.

This will enhance and bring efficiency to the operations of the Office of Community Supervision & Intervention Services (OCIS) staff in their daily duties ensuring access to timely factual data to the CSOs that will enable them to make informed decisions.

C.2.2 Enhance management’s capabilities to assess and monitor all operational activities, agency support components, and resources to improve management’s capability to make fully informed decisions on responding to the dynamic changes that evolve in the public, which requires the public safety, law enforcement community to instantly respond, and take action. These events directly impact performance, location, and how the Agency takes action in any given situation. These dynamic occurrences of events, situations, circumstances now require that management in is equipped with instant access to all available data at an enterprise level at any given time.
