About this file
This is Amendment 0001 to a Request for Quotation (RFQ) for a Public Safety Data Analytics Platform & Support Services, solicitation number 9594CS26Q0053, issued by the Court Services and Offender Supervision Agency (CSOSA). The amendment revises Section L (Instructions to Offerors) and Section M (Evaluation Factors) of the original solicitation.
The Government seeks a firm-fixed-price (FFP) purchase order for a cloud-based public safety data analytics platform with 24/7 support and maintenance services for a 36-month performance period. Quotations must be received by July 14, 2026, at 12:00 PM Eastern Daylight Time. The mandatory submission components include: a cover letter with contractor identification, SAM UEI, CAGE code, business size classification, and a statement confirming 90-day quotation validity; a technical quotation addressing six evaluation factors; and a separate price quotation with completed Attachment J-9 Price Breakdown and fixed price payment schedule. The critical gate criterion requires the proposed cloud service offering to hold current FedRAMP Moderate Authorization at submission time, with failure to demonstrate this resulting in immediate elimination from competition. Technical evaluation factors address: technical approach with demonstration of nine specific functional capabilities (dynamic data modeling, universal search, granular RBAC, real-time alerting, phishing-resistant MFA, mobile functionality, automated search and reporting, secure collaboration, and auditable deduplication); relevant project experience involving public safety analytics; past performance assessment; management and support capabilities including Service Level Agreements and U.S.-based CJIS-compliant support infrastructure; and data transition and exit planning with confirmed Government data ownership and NIST SP 800-88 sanitization compliance. Non-price factors collectively outweigh price in the award decision, with technical approach being the most important factor after the FedRAMP gate criterion. Questions are due June 17, 2026, and quotations should be submitted electronically in three separate files to catherine.collins@csosa.gov.

Revised Section M – Evaluation Factors for Award
M.1 Basis of Award
M.1.1 The basis of award will be the best value to Government. The Government will evaluate each submission as a whole and make an award to the entity that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement considering price and non-price factors combined.
M.1.2 Award may be made to other than the lowest priced quotation if the Government determines that a price premium is warranted due to technical merit.
M.1.3 The Government intends to evaluate all submissions and make an award without further communications with Quoters. The Government reserves the right to conduct further communications if the Contracting Officer later determines them to be necessary.
M.2 Order of Importance
M.2.1 Factor 1, FedRAMP Moderate Authorization Requirement (GATE CRITERION), is outside the relative order of importance as per section L.6.3, if the Quoter does not possess this authorization at the time and date set for submission of quotations, then the quotation is eliminated from competition.
M.2.2 Factor 2, Technical Approach, is more important than:
Factor 3: Relevant Project Experience;
Factor 4: Past Performance Factor 5: Management and Support; and Factor 6: Data Transition and Exit Plan.
M.2.3 Factor 3, Relevant Project Experience, and Factor 4, Past Performance, and Factor 5, Management and Support, are of equal importance and slightly more important than Factor 6, Data Transition and Exit Plan.
M.2.2 When combined, the non-price factors are more important than price.
M.3 Non-Price Evaluation Factors
M.3.1 Factor 1, FedRAMP Moderate Authorization Requirement (GATE CRITERION).
M.3.1.1 The Government will evaluate Factor 1 to verify that the Quoter's proposed solution meets the mandatory FedRAMP Moderate Authorization requirement detailed in Section L. If quotation is submitted by a reseller, the Government will confirm quotation includes a manufacturer authorization letter stipulating reseller status of the quoted proposed public safety data analytics cloud platform.
• PASS: The Quoter provided verifiable proof of a current, active FedRAMP Moderate (or higher) Authorization on the FedRAMP Marketplace for the exact solution being proposed. If Quoter is a reseller, Quoter provided manufacturer authorization letter stipulating reseller status of the quoted proposed public safety data analytics cloud platform.
• FAIL: The Quoter failed to provide the required evidence, the solution is only "In Process" or "FedRAMP Ready", or the authorization does not map to the proposed analytics platform.
M.3.1.2 Only quotes receiving a "PASS" for Factor 1 will advance to evaluation of the remaining technical factors and price. Quoters who receive a "FAIL" for Factor 1 will be removed from further consideration.
M.3.2 Factor 2, Technical Approach.
M.3.2.1 The Government will evaluate the Quoter’s Technical Approach to assess the feasibility, completeness, and soundness of the proposed solution, and to determine the degree to which it demonstrates a clear understanding of the requirements identified in Attachment J-1, Section C - Statement of Work. The Government will evaluate the specific technical elements outlined below to determine the overall risk of unsuccessful contract performance.
M.3.2.1.1 SOW Requirement Alignment (Table L.1). The Government will evaluate the depth and clarity of the Quoter’s narrative demonstrating how the proposed platform meets the nine specific functional capabilities outlined in Table L.1 (including multi-format visualization, universal cross-source searching, granular RBAC, real-time alerting, and phishing-resistant MFA). Higher ratings may be assigned to approaches that demonstrate seamless, out-of-the-box functionality with minimal customization required.
M.3.2.1.2 Technical Capability Demonstration.
• The Government will evaluate the Quoter’s capability demonstration—whether submitted as a pre-recorded video or delivered via a live remote session—to verify that the proposed platform possesses the actual functioning capabilities claimed in the written proposal.
• The Government will assess the platform's user interface, core usability, and functional maturity. For live demonstrations, system responsiveness will be evaluated based on the application's native performance during the session.
• For Quoters electing the live remote demonstration format, the Quoter-provided recording of that live session will serve as the official record of the presentation. The Government reserves the right to review the recorded playback at any time during the evaluation process to verify capabilities, validate compliance with Table L-1, and cross-reference details from the Q&A session.
M.3.2.1.3 System Architecture & Data Residency. The Government will evaluate the Quoter’s hosting narrative and Boundary Diagram to ensure compliance with federal security standards. The evaluation will look for:
• A clearly defined cloud hosting environment that meets the required security baseline (FedRAMP Moderate or High).
• A legally and technically sound authorization boundary that guarantees all public safety data, backups, and failovers reside strictly within the United States.
• A resilient architecture detailing clear data paths, ingestion entry points, and egress exit points.
M.3.2.1.4 Data Portability & API Integration. The Government will evaluate the maturity of the Quoter’s API documentation and the structural integrity of the provided sample data dictionary and raw export file (JSON or Apache Parquet). The Government will assess whether the Quoter has proven its capability to prevent vendor lock-in by demonstrating that "Derived Data" and "Metadata" can be completely, easily, and cleanly exported in a non-proprietary format.
M.3.2.2 Rejection of Technical Submissions. The Government reserves the right to rate a quotation as Technically Unacceptable and exclude it from further consideration for award if:
• The recorded demonstration or web-link environment fails to substantiate the core functional capabilities listed in Table L.1.
• The boundary diagram or hosting narrative indicates that any government data, hosting infrastructure, or technical support operations will be located outside of the United States.
M.3.3 Factor 3, Relevant Corporate Experience. The Government will evaluate the Quoter’s relevant project experience to assess its capability and professional expertise to successfully execute the requirements of Attachment J-1, Section C – Statement of Work. The evaluation will be based on the depth, complexity, and relevance of the submitted project references (minimum of one, maximum of two) completed or substantially completed within the past three (3) years.
M.3.4 Factor 4, Past Performance.
M.3.4.1 The Government will evaluate the Quoter’s past performance history to assess the level of performance risk associated with successful contract execution. An assessment of the submitter’s past performance will be evaluated regarding:
• Technical Performance & System Capabilities;
• Information Security & Compliance;
• Implementation, Integration, & Support; and
• Project Management & Business Relations.
M.3.4.2 The assessment is based on the Government’s review of past performance information submitted and any obtained by the Government from other sources the Government deems appropriate.
M.3.4.3 Neutral Ratings for Lack of Past Performance. Per FAR 15.305(a)(2)(iv), if a Quoter does not have a record of recent and relevant past performance, or if past performance information is not available, the Quoter will not be evaluated favorably or unfavorably on past performance. In such cases, the Quoter will receive a Neutral rating for this factor.
M.3.5 Factor 5, Management and Support. The Government will evaluate the Quoter’s Management and Support approach to assess the operational reliability, security posture, and sustainability of the proposed solution. The evaluation will focus on the Quoter's ability to maintain high system availability, deliver responsive technical support, and enforce strict regulatory compliance safeguards to protect public safety operations and sensitive data, including:
M.3.5.1 Service Level Agreement (SLA) & Responsiveness. The Government will evaluate the Quoter’s standard SLA to assess the adequacy, clarity, and appropriateness of the defined response and resolution times for Severity 1 (Critical/System Down), Severity 2 (Major/Degraded Functionality), and Severity 3 (Minor/General Inquiry) issues. Shorter, more aggressive guaranteed response and resolution windows for critical public safety system outages (Severity 1) may be evaluated more favorably.
M.3.5.2 Support Infrastructure & CJIS Compliance. The Government will evaluate the physical location of the primary and backup technical support centers, alongside the detailed operational and technical controls outlined by the Quoter. The evaluation will look for definitive proof that the Quoter's support architecture guarantees that only U.S.-based, CJIS-compliant personnel will process support tickets, perform system maintenance, or possess logical access to the CSOSA environment.
M.3.5.3 System Monitoring & Infrastructure Health. The Government will evaluate the technical sophistication and robustness of the automated tools and infrastructure the Quoter utilizes to continuously track system uptime, latency, and API health. The evaluation will look for evidence of proactive, automated alerting systems that minimize the risk of unmapped or undetected platform failures.
M.3.5.4 Performance Reporting Transparency. The Government will evaluate the provided Sample Monthly Report template or mock-up for completeness, professional presentation, and transparency. The report will be assessed on how clearly it documents monthly performance, actual system uptime metrics, API latency statistics, and SLA fulfillment rates to ensure seamless verification by the Contracting Officer’s Representative (COR) under SOW Section C.19.
M.3.6 Factor 6, Data Transition and Exit Plan. The Government will evaluate the Quoter’s Data Transition and Exit Plan to determine the degree to which the proposed approach eliminates the risk of vendor lock-in, ensures uninterrupted data ownership, and demonstrates a legally and technically sound strategy for contract closeout. The evaluation will assess the completeness, viability, and regulatory compliance of the submitted text, draft plan, and certificate template against the requirements of Attachment J-1, Section C – Statement of Work, including:
M.3.6.1 Data Ownership Affirmation. The Government will review the submission for an unequivocal, unconditioned statement of compliance confirming that the Government retains exclusive ownership of, and unrestricted rights to, all Original Data, Derived Data, and Metadata. The affirmation will be evaluated to ensure the Quoter claims no proprietary rights, intellectual property rights, or licensing restrictions over any data ingested, processed, generated, or exported by the system, in strict alignment with FAR 52.227-14 and Section C.
M.3.6.2 Draft Transition Plan Viability. The Government will evaluate the technical and operational feasibility of the Quoter’s draft transition plan. The evaluation will assess whether the proposed timeline, data preparation steps, transfer methodologies, and resource allocations realistically support the complete, uncorrupted extraction and return of all CSOSA data within the mandatory 10 day window specified in Section C.18.2 and C.18.3.
M.3.6.3 Sanitization and Security Compliance. The Government will evaluate the provided sample Certificate of Data Destruction to verify that the Quoter's methodology for data erasure, purging, or physical destruction strictly adheres to NIST Special Publication (SP) 800-88 Revision 1 (Guidelines for Media Sanitization). The template will be assessed for technical thoroughness to ensure it captures all necessary system, media, and verification fields required to conclusively confirm the safe, permanent eradication of CSOSA information from the vendor's hosting environments.
M.4 Price.
M.4.1 The Government will evaluate the Quoter’s Price Quotation to determine if the proposed pricing is fair, reasonable, realistic, and complete in accordance with the Federal Acquisition Regulation (FAR).
Price will not be scored adjectivally (e.g., Outstanding, Acceptable) but will be evaluated based on total aggregate price across the entire 36-month period of performance.
M.4.2 Because the resulting award will be a Firm-Fixed-Price (FFP) purchase order, the Government will evaluate the pricing to ensure it encompasses all requirements detailed in Attachment J-1, Section C - Statement of Work and leaves no hidden costs or fees for which the Government could be held liable. In addition, the price evaluation will include:
M.4.2.1 Completeness and Mathematical Accuracy. The Government will review the submitted Attachment J-9 (Price Breakdown) to ensure all fields are completely filled out, mathematically accurate, and that costs are strictly categorized according to the mandatory lines specified. The form must be signed by an authorized representative of the Quoter to be considered responsive.
M.4.2.2 Pricing Assumptions and Risk. The Government will evaluate any pricing narrative to ensure that all assumptions made by the Quoter align with the Government's requirements. The Government will specifically review the narrative to ensure that no variable, hidden, or conditional costs (such as hosting overage charges, API access/seat limits, or transactional fees) are introduced. Any price quote that attempts to shift financial risk to the Government via variable fees may be determined non-compliant.
M.4.2.3 Payment Schedule Alignment. The Government will evaluate the proposed Fixed Price Payment Schedule to ensure it accurately aligns with the totals provided in Attachment J-9 and correctly applies the required withholding amounts and semi-annual withholding payout mechanics outlined in Section G.3.5.4.
M.4.2.4 Regulatory Compliance (Section K). The Government will verify that the Quoter has a current registration in the System for Award Management (SAM) and has submitted a completed Attachment J-7 (FAR 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment).
