About this opportunity
The United States Marine Corps Regional Contracting Office (RCO) – Marine Corps Installations-National Capital Region (MCI-NCR) at Marine Corps Base, Quantico, Virginia published a Notice of Intent to Sole Source on March 10, 2026. The notice announces the Marine Corps' intent to award a sole source contract under FAR 19.1406 to ATX Capital Partners LLC (ATX Defense), a Service-Disabled Veteran-Owned Small Business (SDVOSB), located in Austin, Texas. The procurement is categorized under NAICS Code 611430 (Professional and Management Development Training) and involves consulting credits or vouchers. The sole source determination is justified by the Marine Corps Software Factory's (MCSWF) limited uniformed structure and its dependence on U.S. Army Futures Command Software Factory facilities, equipment, software, and administrative support, making ATX Defense a required service provider. This notice serves as formal notification of the Marine Corps' procurement intent to the contracting community.
The primary objective of this procurement is to obtain consulting credits and vouchers to support education, mentoring, and maintenance of current software development capabilities within the Marine Corps Software Factory. Although this is a sole source notice of intent, the Marine Corps invites all responsible sources to submit capability statements or quotations by March 20, 2026, at 8:00 a.m. Eastern Standard Time; responses must be submitted to Kevin Guertin (kevin.guertin@usmc.mil) and Kellie Holley (kellie.holley@usmc.mil), with late submissions not considered. Participation is limited to Service-Disabled Veteran-Owned Small Businesses (SDVOSB), though the agency retains discretion to conduct a competitive procurement based on received responses. The Government will evaluate submitted information solely to determine whether competitive procurement is warranted, meaning interested parties should recognize that responding does not guarantee contract award but may influence the agency's procurement approach.
