About this file

This is a Notice of Intent to Sole Source a federal procurement issued by the USMC Regional Contracting Office (RCO) – Marine Corps Installations-National Capital Region (MCI-NCR) at Marine Corps Base, Quantico, VA on 10 March 2026. The Marine Corps intends to award a sole source contract to ATX Capital Partners LLC (ATX Defense), located at 1212 Rio Grande Street, Austin, TX 78704, under FAR 19.1406 for Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. The requirement is for consulting credits/vouchers to educate, mentor, and maintain current installed software development for the Marine Corps Software Factory (MCSWF). The anticipated NAICS Code is 611430 – Professional and Management Development Training. The justification for sole sourcing cites MCSWF's limited uniformed structure and its reliance on US Army Futures Command Software Factory facilities, equipment, software, and administrative support.

Although this is a notice of intent to sole source, the document permits all responsible sources to submit capability statements or quotations by 20 March 2026 at 0800 am Eastern Standard Time. Responses must be emailed to Kevin Guertin (kevin.guertin@usmc.mil) and Kellie Holley (kellie.holley@usmc.mil), with late responses not considered. The Government reserves discretion to determine whether to conduct a competitive procurement based on responses received. Information submitted will be considered solely for determining whether to proceed with competitive procurement.
